- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. The Centers for Medicare and Medicaid Services intends to negotiate with only one responsible source, Robert R. Christy, Jr., 1098 Montclare Drive, Sykesville, Maryland 21784-9420 for the following services: Hospital Outpatient Prospective Payment System Analyses, Modeling, and Programming Activity for 2008 Update; Ambulatory Surgical Center Payment System Analyses, Modeling and Programming Activity for Creation of new Ambulatory Surgical Center payment system required by the Modernization Act. To ensure that accurate data are captured for the annual Outpatient Prospective Payment System (OPPS) updates requires a systems designer with expert knowledge of the Medicare claims processing format and system. The contractor possesses the experience, knowledge, and expertise that are required for this project. He has over 25 years of experience with the Medicare payment systems that he acquired as a CMS employee. During that time, he performed systems analyses and data development for various systems including the OPPS, the Provider Statistical and Reimbursement System, and the National Claims History (NCH). As a result of this work, the contractor has acquired an in depth knowledge of and experience with the various systems through which Medicare bills are processed, in particular the outpatient bills. He has expert knowledge of the hospital outpatient claims data and the recalibration methodology used to set the weights for the OPPS Ambulatory Payment Classification (APC) groups. The contractor has extensive knowledge of the Medicare outpatient data, and in constructing appropriate data files for the 2003, 2004, 2005, 2006, and 2007 OPPS updates. The contractor expertise is needed to recalibration of APC weights, the preparation of all addenda and related public use files for the 2008 proposed and final rules. The new requirements enacted in the Medicare Modernization Act (MMA), will add further complexities to the 2008 OPPS update. MMA requires CMS to develop and establish a new payment system for Ambulatory Surgical Centers (ASC). The contractor is the systems designer with the depth of knowledge of the OPPS rate setting process and the source data necessary to support the studies and develop the process for setting ASC payment rates. Simplified acquisition procedures will be used for this requirement. The period of performance will be from April 5, 2007 through April 4, 2008. Any interested parties may submit a description of their capabilities to perform within 5 days of this notice and the submission will be considered. However, all responding interested parties must possess a current equal level of expertise equal to that of the proposed sole source contractor. All contractors must be registered with the Central Contractors Registration System (CCR) at www.ccr.gov.
