Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Allergy and Infectious Diseases (NIAID) office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Embarcadero Technologies, 100 California Street 12th Floor, SanFrancisco, CA 94111. The items to be purchased are: Item (1) 281217, Change Mgr for MS SQL-Concurrent, qty 5; Item (2) 281221, Describe Enterprise, qty 1; Item (3) 333147, ER/Studio Multi Platform-Concurrent, qty 10; Item (4) 281215, ER/Studio Repository ? Concurrent, qty 1; Item (5) 281216, ER/Studio Repository-Concurrent, qty 5; Item (6) 281219, Rapid SQL Debugger MS T-SQL Concurrent, qty 5; Item (7) 281220, Rapid SQL for MS SQL Concurrent, qty 10; Item (8) 281218, Solution Pack Std for MS SQL Server ? Concurrent, qty 5; Item (9) 286000, Solution Pack Std for Oracle ? Concurrent, qty 1; Item (10) 299859, Solution Pack Std for Oracle ? Concurrent, qty 1. The sole source determination is based on SEB uses Embarcadero's software for database support and SQL development. We have multiple licenses for Embarcadero's software used to interact with MS SQL server and we need one similar Embarcadero's license to interact with ORACLE which is used for NIH's IMPAC system. Since we must interact with ORACLE on that system, we need the EMBARCADERO solution pack to enable that interaction to be done more effectively and efficiently. Therefore, an award to any other source cannot be made which will result in a compatible product. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. The acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6. The associated North American Industry Classification System (NAICS) Code for this acquisition is 811213 and the small-business size is $6.5. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. Responses to this announcement, referencing synopsis number NOI7053 may be submitted to the National Institute of Allergy and Infectious Diseases, Office Acquisitions, 10401 Fernwood Rd Suite 2NE70F Bethesda, MD 20892-7902, ATTENTION: Iris Johnson.
