Description
This is a sources sought notice, which constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 1045-747742 and is issued as a request for quotation (RFQ). GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the seller's name or the seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. FOB Destination shall be WILLIAMSBURG, KY 40769 The Department of State requires the following items, Exact Match Only, to the following: LI 001, HP STORAGEWORKS MSA 30 DB STORAGE PART# 302970-B21, 4, EA; LI 002, HP 146GB 15K RPM U320 Univ Hard Drive p/n: 347708-B22, 52, EA; LI 003, HP Smart Array 6402/128MB Controller p/n: 273915-B21, 4, EA; LI 004, SHIPPING AND HANDLING, 1, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Information can be found at www.ccr.gov IF AN ALTERNATE PRODUCT IS FURNISHED UNDER A CONTRACT OR ORDER FOR AN EXACT PRODUCT, THE ALTERNATE PRODUCT WILL BE AN UNAUTHORIZED SUBSTITUTION, AND MAY YIELD CRIMINAL PENALTIES IN ADDITION TO ANY CIVIL REMEDIES AVAILABLE TO THE GOVERNMENT. The Office of Acquisition Management (A/LM/AQM), Department of State (DoS), is processing this acquisition at the request of the CA/CST. This Justification and Approval (J&A) on a brand name only basis is for the use of HP MSA30 External Disk Drives. The use of a brand name description is essential to the Government?s requirements, for Department of State infrastructure connectivity requirements, thereby precluding consideration of the products of another company. CA/CST/VCS?s Data Engineering (DEG) team requires that Oracle application servers (POS) configured with a Stand-by Oracle Server (SOS) have an external disk drive for the purpose of coping redo logs to the SOS in the event that the POS crashes. During the activation of the new IVIS servers on November 9, 2006, the external disk drive from the existing IVIS server, a Dell PowerEdge 4600 was installed to the new HP ML570 server. The initial attempt caused the IVIS POS to crash. The IVIS database was corrupted and necessitated the activation of the IVIS SOS server and a rebuild of IVIS POS server. DEG has the following concerns about using the external drive from the old Dell server 1) Questions of compatibility a. Servers and external devices that are a few years apart and are from different manufacturers cause an issue of compatibility 2) The external drive has a rating of 10k rpm, while the internal drives on the HP ML570 have a rating of 15k rpm. a. Since redo logs are duplexed onto the external drive, all writes to all drives will slow down to the slowest drive speed As an added benefit of adding the disk array we would be able to add additional disk drives to the IVIS servers. This will result in ? 1) Redundancy a. A ?hot spare? disk drive would be added to each RAID drive. 2) Increased drive capacity. a. Disk capacity of all ?raided? data drives will be doubled. 3) Spreading the database across additional drives will increase overall server performance As this is a brand name only justification, no one contractor?s unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the Department?s requirements as a key component of the Department?s networking system. CA/CST/VCS owns and has in use HP servers, which do not have external disk drives. During activation of the HP servers, a Dell external drive was connected resulting in a crash and the corruption of the database. There are concerns of using these same Dell external drives, or any other manufacturer?s external disk drive, due to questions of compatibility. Other compatibility issues include fact that the external drive has a rating of 10k rpm, while the internal drives on the HP ML570 have a rating of 15k rpm. Since redo logs are duplexed onto the external drive, all writes to all drives will slow down to the slowest drive speed. The HP disk array is the only alterative that will meet the needs of CA/CST/VCS. It will be outfitted with twelve 146GB drives each. In addition, the disk array connected to the server will have a thirteenth drive. These drives will replace the external disk drives used to store the redo logs in case of a system crash. The additional twelve drives will be divided between the current RAID 5 drives configured on the servers. Besides increasing disk space it will also improve the performance of the servers by spreading the database across additional spindles.
