- Request for Information (RFI) Integrated Telecommunications Services, and Associated Service Management Alaska Statewide GSA is issuing a Request for Information (RFI) to determine whether this requirement can be procured open market. Industry comments will be used solely for the purpose of determining whether there is sufficient interest to procure Integrated Telecommunications Services, and Associated Service Management through out Alaska on the open market. The determination of a procurement strategy, based upon the comments submitted in response by interested firms to this RFI, is solely within the discretion of the government. This RFI is for information and planning purposes only. It does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. A summary of the requirement follows: 1.1 Introduction. The General Services Administration (GSA), Federal Acquisition Services (FAS), Federal Technology Service (FTS), Office of Network Services, Northwest Arctic Region, has a requirement to purchase local telecommunications services for federal agencies and tribal communities located in Alaska that are not covered by existing contracts in which services are provided in the municipality of Anchorage, Juneau and Kodiak. 1.2 Background. GSA/FTS, Office of Network Services, Northwest Arctic Region is looking to procure service solutions for local commercial voice and data communications for those areas currently not covered by existing contracts. Procured services will include solutions that support such functions as, individual business lines, Primary Rate Interface (PRI), Basic Rate Interface (BRI), voice mail/messaging, point-to-point T1s, clear channel T1s, Centrex-like dial tone and DSL/Broadband Service. Services must be commercially available, meet industry standards for performance and transmission, and be capable of interfacing with FTS2001 and any replacement contracts for long distance services via PIC/LPIC. The program will be receptive to alternative solutions in the delivery of voice services such as facility based and IP based service delivery 1.3 Scope. Successful offerors must be authorized by the Alaska public utility commissions, utility commissions, or other entities, as appropriate, to provide local telecommunication services in cities where they seek to receive an award. Services to be delivered include but are not limited to individual business lines, data services, broadband internet and support systems. The Government is looking to replace these services, features and capabilities with equal to or better services under a functional environment to foster alternative solutions and increased competition. All comments are due ten working days from the issuance of the RFI.
