Description
The General Services Administration (GSA) intends to issue a Request For Proposals (RFP) for a Construction Manager as Constructor (CMc) to perform Design Phase Construction Management (CM) Services, Construction Phase Construction Management Services, and Construction Phase Services for the Systems Replacement Project of the Herbert C. Hoover Building in Washington, DC. GSA intends to award a negotiated Firm Fixed Price Contract (FAR 16.202) for Design Phase Services, with a Guaranteed Maximum Price (GMP) Option for the actual Construction Services. The estimated construction cost is in the $450 to $515 million dollar range. The estimated project duration is 13 years, with Phase 1 (of eight (8) Phases) commencing in 2007. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize source selection procedures in accordance with FAR Part 15.3. This negotiated solicitation will be open to both large and small business professional firms. The professional firm (if not a small business concern), shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and woman-owned small business Subcontracting Plan in accordance with Public Law 95-507 as part of its proposal. The RFP will be issued electronically on or about March 19, 2007 on the Internet at: http://www.fbo.gov/. Drawings and specifications will be available on Compact Disk (CD). The CDs will be distributed at the site visit and will also be available for pick-up from the Contract Specialist, Chrischanda Smith, at the GSA Regional Office Building, 7th & D Streets, SW, Room 2021. All qualified responsible firms are encouraged to participate in this procurement. Small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small businesses are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses.
