Description
The U.S. Department of Energy (Department), Idaho Operations Office (DOE-ID), is seeking expressions of interest from qualified small businesses or small business joint ventures or teams to contract with the Department to retrieve, characterize, treat, package, and assist with the disposition of alpha-mixed low-level waste (AMLLW), mixed low-level waste (MLLW) and transuranic (TRU) wastes. The contract will be performed at the Advanced Mixed Waste Treatment Project (AMWTP) located at the Idaho National Laboratory (INL) Site in Southeast Idaho. These activities are presently being performed by Bechtel BWXT Idaho, LLC (BBWI). A processing facility exists and will be used to conduct most contract activities. Maintenance and (if funds are available) possible upgrades to the AMWTP processing facility may also occur under the contract. The waste may contain both Resource Conservation and Recovery Act (RCRA) hazardous waste constituents and radioactivity; hence it may be classified as ???mixed waste.??? Some waste may also contain Toxic Substances Control Act (TSCA) regulated materials such as polychlorinated biphenyls (PCBs) and asbestos. Some TRU waste is remote-handled TRU waste. The contractor must be capable of safely performing environmental compliance, nuclear operations, criticality safety, operational support, safeguards and security, quality assurance, facility management, site transition, workforce management, administration, and project management activities at a Hazard Category 2 nuclear facility. It is envisioned that this project will continue through 2014. The NAIC codes are 562211 and 562910. Further information can be found on the website at Advanced Mixed Waste Treatment Project at http://208.71.143.131/ Interested entities must submit capability information via the DOE Industry Interactive Procurement System (IIPS) by no later than 3 PM, MT, on 03/19/2007. Your response shall be limited to 20 pages. Provide the following information: 1. Performance information for the previous five years that clearly demonstrates familiarity and experience with the anticipated work. For each project, include: a. The size, term, and complexity of job; b. Information on your role as either a prime or subcontractor; c. A point of contact (POC) at the agency or prime contractor's organization to verify information, including name, address, email address and telephone number; and d. Information on the specific tasks you performed on the project. 2. A description of your experience either managing a team or acting as a member of a team of businesses working on large complex projects. Provide POC's (name, address, email address and telephone number) that can verify this experience. 3. A list of any companies you anticipate will be used as subcontractors or joint venture/team members and a synopsis of a proposed management strategy for the relationship. 4. A synopsis of financing arrangements available to you that would support performance under a cost reimbursement contract with an anticipated annual value of $125M and periodic reimbursement of costs after some work has been performed. 5. Any other information you believe would be pertinent to the Department???s assessment of your capabilities to successfully perform the contract. Information received in response to this notice will be treated as confidential and will not be released by the Department except where required by law. Expressions of interest will be used only for acquisition planning. The Department will not provide individual replies to the expressions of interest it receives. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT. THE DEPARTMENT WILL NOT PAY THE COST OF PREPARING AN EXPRESSION OF INTEREST.
