- FORMAL NOTICE OF PERFORMANCE DECISION FOR AN A-76 COMPETITIVE SOURCING STUDY FOR ELEMENTS OF THE OPERATIONS SERVICES STAFF (OSS) OF THE UNITED STATES DEPARTMENT OF JUSTICE This announcement constitutes notice of a Performance Decision and completion of a Standard A-76 Competitive Sourcing Study conducted the U.S. Department of Justice. The study period was from October 19, 2005 through January 16, 2007. FBO Request for Proposals (RFP) No. DJJ-06-RFP-0366. Based upon the results of the RFP conducted under FAR Part 15 and in accordance with OMB Circular A-76 (Revised May 29, 2003), the services studied will be retained in house for performance by the Government's Most Efficient Organization (MEO) resulting from an Agency Tender offer. The RFP was issued on an unrestricted basis using technical trade offs. The scope of the Standard Competition included 127 incumbent Government FTEs and 125 Contractor FTEs. The functions studied elements of the Department's Operations Services Staff (OSS), which included the following areas: Infrastructure Support Services, Operational Support Services, and Security Support Services. The purpose of the A-76 study was to review these services as prescribed in the Office of Management Budget Circular A-76, "Performance of Commercial Activities," which sets forth the general policy of the Government to achieve economy and enhance productivity. The review was conduted in accordance with this circular. Competitive Sourcing Official: Lee J.
