- This is a sources sought synopsis to Repair Light Fixture Heads at Runway 08 and 26 (R/W 08/26) at Seymour Johnson AFB, (Wayne County) NC. This action is being considered as a set-aside for 8(a), HUBZone, or Service Disabled Veteran Owned Small Business concerns. Work consists of providing all plant, labor, equipment, supplies, materials, supervision, transportation, and equipment to remove and replace existing steady-burning approach light fixture heads, secondary wiring, wiring connectors, and isolation transformers for the elevated approach lights on the 08 approach of the runway; re-tap base plate bolt holes and provide new mounting bolts to secure the five (5) center light bases at station 10+00 on the 08 approach; provide spare parts. The possibility of award of an option exists to remove and replace existing steady-burning approach light fixture heads, secondary wiring, and wiring connectors for the elevated approach lights on the 26 approach of the runway. The contractor must have previous documented experience in aviation lighting systems to include installation and testing of approach light fixtures in accordance with Federal Aviation Administration standards. A firm-fixed price contract award is contemplated and the period of performance is 135 days. The project magnitude is estimated between $100,000.00 and $250,000.00. The applicable North American Industry Classification System (NAICS) code is 238210 with a small business size standard of $13,000,000.00. Interested 8(a), HUBZone, and Service Disabled Veteran Owned small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible, but not later than 10 calendar days after the date of this notice. As a minimum, the following information is required: a) evidence of bonding capability to the maximum magnitude of the project; b) a positive statement of the firm?s intention to submit a proposal in response to a solicitation as a prime contractor; and c) a copy of the firm?s capability statement. The statement should clearly describe: any teaming arrangements, recent (within the last three years) past performance information which validates capability to perform repair work on airfield runway light fixture heads, i.e., technical expertise, experience, certification of experience, and training documentation; include contract numbers, project title, dollar amounts, and points of contact with telephone numbers. All information listed above must be submitted in sufficient detail for a decision to be made on availability of an interested and qualified 8(a), HUBZone, and/or Service Disabled Veteran Owned business concern. Oral communications are not acceptable in response to this notice. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT. SOLICITATION AND AWARD ARE CONTINGENT UPON FUNDS BECOMING AVAILABLE. This sources sought notice should not be construed in any manner to be an obligation to issue a requirement, a contract, or result in any claim for reimbursement of costs for any effort expended in responding to this request. The Government will not reimburse contacts for any cost(s) incurred for participation in this survey. No solicitation is currently available.
