Description
The purpose of this scope of work is to offer a list of research initiatives which will combine to provide a comprehensive inventory of the marine flora and fauna inhabiting hard bottom (rock revetments and wharf structures), soft bottom and pelagic habitats of the Cape Canaveral Air Force Station Trident Submarine Basin, Port Canaveral FL. Tasks listed address managed species (e.g. manatees, reef fishes) or will generate estimates of diversity and relative abundance for important groups of marine organisms. In order to document seasonal changes in abundance for common organisms and record the presence of less common or seasonally occurring species, this biological survey will last a minimum of one year. In certain cases, the feasibility of individual collection techniques remains unclear and will be dependent on security concerns as well as the physical conditions encountered within the Trident Basin. Otherwise, the relative effort and sampling schedule assigned to each proposed task will be dictated by the 45th Civil Engineering Squadron (45 CES/CEV). The contractor must possess the educational background, field expertise and analytical skills necessary to satisfactorily complete all proposed research. The Trident Submarine Basin biological survey would employ various scientific techniques to identify, document and quantify the diversity of marine habitats and organisms found within this Department of Defense (DoD) owned portion of Port Canaveral FL. The contractor would provide the findings of this survey in a written report, including maps, photos, tables and management recommendations, as applicable. The survey will provide data necessary to appropriately manage the resources contained within the Trident Submarine Basin. Proposed Tasks: Task 1: Aerial manatee surveys within the Trident Basin Task 2: Continuous water quality monitoring Task 3: Video documentation of Trident Basin marine habitat types Task 4: Quantification of fish abundance and diversity Task 5: Data management, analyses and synthesis Staff Qualifications: The qualifications of the personnel conducting the survey are very important. All personnel must be well qualified graduate marine biologists and the project manager should hold a doctoral degree in marine biology or one of the related disciplines. Experience should include, but may not be limited to, experience conducting estuarine, coastal, surf zone, ichthyoplankton and reef fish surveys, use of ichthyocides, aerial manatee counts, sea turtle netting and water quality assessments. Contractor should also have experience in univariate and multivariate statistical techniques, experience conducting sea turtle netting, acoustic telemetry techniques, macro algae identification and must employ a U.S. Coast Guard certified boat captain when operating watercraft within the DoD owned basin. This synopsis is for planning purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited hereunder.
