- THIS IS NOT A REQUEST FOR PROPOSAL (RFP). The 700th Contracting Squadron intends to award an IDIQ (Indefinite Quantity/Indefinite Delivery) contract to acquire Architect-Engineering Design Services for building repair, maintenance and new construction work and construction inspection services. - Services shall consist of technical work to include architectural design, civil engineering, structural engineering, security engineering, traffic engineering, geotechnical engineering, facility engineering, HVAC, sewer/water design, POL separator design and inspection, construction cost estimating and construction plans and specifications from concept to final designs. Incidental construction inspection services may be required, these services are not limited to including; design review, construction progress monitoring, construction quality assurance, management & inspection services. All the above services to be performed on US Army and Air Force installations within a 100 km radius of Rhine Ordnance Barracks, Kaiserslautern, Germany. The Contracting Officer intends to award one contract from this single synopsis. The contract will cover a one (1) year basic ordering period with four (4) one-year option(s). Firm Fixed delivery orders may be issued as required for one (1) year from the award date of the contract (basic year) and four additional years if determination is made to exercise the options. The total order amount will not exceed $1,900,000.00 for the life of the contract, with no individual delivery order exceeding $299,000.00. The total order amount of $5,000.00 is guaranteed in the basic year only. Firm-Fixed-Price Task Orders shall be issued as required against this contract. The North American Industry Classification Systems (NAICS) Code for this acquisition is: 541310. - Qualification requirements: The successful vendor must be licensed and registered to perform work in the Federal Republic of Germany. The successful vendor must possess professional qualifications including registrations as a member of the architectural society of Rheinland-Pfalz, Germany. Only CCR and ORCA registered vendors will be eligible for award. - Expertise: In order to qualify for award, interested sources must be able to provide verification of experience (to include key personnel and consultants) within the last five years with design and construction for the U.S. Military in Germany as well as experience in the design and construction guidelines and final Government Standards for the U.S. Army in Europe. The interested sources must be able to provide construction inspection services including but not limited to; design review, construction progress monitoring, construction quality assurance, management & inspection services. - Capability: The successful vendor must have the ability to simultaneously work five projects whose combined construction costs totaling up to $3,000,000.00. - Design standards: Designs need to be provided according to CADD/GIS standards. - Host Nation Coordination: Awardees are required to perform all necessary coordination with host nation authorities/offices. All construction approval requests shall be prepared by the contractor and routed through the appropriate channels to the approving host nation office. - Selection Criteria: Selection criteria to be utilized are listed in relevant order of importance as follows: factors 1, 2, 3, and 4 are more important than factors 5 and 6. (1) Professional Qualifications: Defined as the experience and training of the proposed architects, engineers and/or inspectors for the design project and /or construction inspection services, with regard to education levels and years of design experience of professionals. Current licenses, registrations, and certifications to perform in Germany in the required trades, will be evaluated. Higher ratings will be given to firms with professionals having advanced degrees, professional licensing and many years of experience. The Company must possess professional qualifications including registrations as a member of the architectural society of Rheinland-Pfalz, Germany. Based on anticipated requirements, firms must indicate their multi-discipline and professional capabilities and staff availability in the areas of architectural, electrical, civil/structural, environmental, mechanical, fire protection engineering disciplines, estimating, specification writing, drafting and GIS support, and construction inspection. (2) Specialized Experience: In order to qualify for award, interested sources must be able to provide verification of experience (to include key personnel and consultants) within the last five years with design and construction for the U.S. Military in Germany as well as experience in the design and construction guidelines and final Government Standards for the U.S. Army in Europe. The interested sources must be able to provide construction inspection services including but not limited to; design review, construction progress monitoring, construction quality assurance, management & inspection services. Defined as the variety of professional disciplines represented in the A/E firm in the type of design work and/or construction inspection services expected to be done during the contract period. All engineering disciplines (Electrical, Mechanical, and Civil Engineering), including Security Engineering, Computer Aided Design (CAD) and Graphic Information System (GIS) will be required under this contract throughout the KMC. Higher ratings will be given to firms experienced in multiple discipline design. (3) Professional Capacity: Defined as the variety of professional disciplines represented in the A/E firm in sufficient quantity to accomplish the anticipated level of design work and/or construction inspection services and the capacity for timely accomplishment of work. Higher ratings will be given to firms having licensed professionals in each of the following fields: Electrical, Mechanical, and Civil Engineering. The company must perform more than 25% of the A-E services with their own personnel. (4) Past Performance: Defined as past performance of the firm with respect to their execution of DOD and other contracts, in the last 3 years. Both government and private contracts shall be evaluated. Please provide size and complexity of the projects and any customer evaluations received. Higher ratings will be given to firms having performed the same type or similar requirement as this contract. (5) Location: Defined as the geographical location of the firm to the area of the project and knowledge of the locality of the project. Higher ratings will be given to firms located within 100 km of Kaiserslautern. (6) Management Plan: Defined as the organization and structure to manage the design and/or construction inspection services workload. Higher ratings will be given to firms that provide a plan that specifically addresses a high volume of requirements from multiple customers, to include the Government?s requirements. A-E firms which meet the requirements described in this announcement are invited to submit two (2) copies of a completed Standard Form 330 (SF 330), Architect-Engineer Qualifications (required for this project). All information relating to the firms qualifications must be contained in the Standard Form 330. Fax copies will not be accepted.
