- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number M67854-07-Q-4932 is a Request for Quotations (RFQ). The Marine Corps Systems Command (MARCORSYSCOM), Program Manager, Total Force Information Technology Systems (TFITS) has a requirement for Unique Identification/ Radio Frequency Indentification (UID/RFID) readers. The specification below provides a complete description of the requirement for this effort. KEY PERFORMANCE PARAMETERS 1. Reader Effectiveness: ? At a minimum, the reader must accurately read the UID 2-D data matrix on a data plates as well as direct part markings (DPM). The intended use is to read a wide range of UID labels and marks on USMC equipment that may have been faded or worn. The ability to read low contrast UID labels and direct part marks (dot peened and laser/chemical etched) under ambient light conditions is desired. ? In addition, it should have the capability to read EPC Global compliant passive RFID tags. This capability can be either built in to the base unit or available as a post production add-on option. 2. Reliability/adaptability: ? The reader should be rugged and able to perform without failure under heavy use in a tactical and austere environments. ? Reader should be able to operate on battery power for a threshold 4 hours, objective 8 hours. ? It must be simple to operate and maintain with minimal user training required to perform basic functions. 3. Interoperability: ? Readers should send data to a host computer platform by either a wireless connection or downloading from a cradle/cable. ? The reader should have sufficient memory and processing power to allow disconnected operation. ? The reader must have the ability to transfer data to common software applications such as MS Access and Excel. ? The desired operating system for the reader is Windows Mobile 5.0. ? The user of the readers should be able to easily load, create, and update applications to run on the reader. The government should have full control to build and configure applications on the device with no restrictions. ? The reader must be capable of being certified for attachment to the NMCI and MCEN networks ? A standard USB/serial port is desired for future peripheral attachment such as contact memory button reader or smart card. 4. Readers: Shall be warranted for a threshold of three years. 5. Required quantity is 12 complete readers. Any questions regarding this combined synopsis/solicitation must be submitted by 10:00 AM (EST) on or before 07 March 2007 in writing to the point of contact below. Any questions received after this time will not be considered. Questions and Answers will be posted in NECO. NOTE: No information concerning this request for quotation will be provided in response to offeror initiated telephone calls. Written inquires will be answered in writing and provided to all interested parties. Any proposal/Quotation which does not meet the requirement, or is so lacking in information that a proper evaluation would require elaborate explanation, may be deemed unacceptable. This is a LOWEST PRICED TECHNICALLY ACCEPTABLE (LPTA) competitive acquisition. A contractor will be selected whose offer is technically acceptable with the lowest price that conforms to the RFQs requirement. The Government anticipates award of a firm fixed price contract. Commercial Items; 252.212-7001, Contract terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 252.232-7003, Electronic Submission of Payment Requests, Electronic Invoicing Procedures (WAWF-RA). All contractors must be registered in the Central Contractor Registration, www.ccr.gov. Please submit a cost quote that includes the pricing broken down by line item price and any other applicable costs. A grand summary spreadsheet, shall also be included in your cost quote submission. The technical quote shall specifically address the manner in which the offeror proposes to meet the requirement of this request such as product descriptions, delivery and any other relative information. Please submit your technical and cost proposal on or before 10:00 AM EST on 20 March 2007 to Commanding General, MARCORSYSCOM, Code CTQ0243, 2210 Williams Street, Quantico, VA 22134. For those proposals/quotes being hand delivered to the above address, the following additional instructions apply: Notify the point of contact below by email that you intend to deliver the proposal and an approximate time for delivery to ensure someone is available to receive it.
