These orders are for the GSA warehouse and all clauses that normally apply to our warehouse orders are applicable, including bar code marking and the Buy American Act which can be found at Federal Acquisition Regulations 25.001. Procurement History Construction Resources Int?l $270.44. 5130-00-057-9738 UI: EA QTY 36 WRENCH, IMPACT, PNEUMATIC: DESCRIPTION The pneumatic impact wrench covered by this technical description is intended for tightening and loosening bolts and nuts. Salient Characteristics: General design and construction - Wrenches shall be of rugged construction so as to withstand, without failure, treatment likely to be encountered under general service conditions. A metal or composite housing is required. Cadmium in not an acceptable plating on any component. Wrenches shall be reliable and effective when operated on compressed air lines at gage pressures between 80 and 100 pounds per square inch (psi). The housing shall be strong enough to prevent indentation under service conditions. The wrenches shall be reversible. The rotational direction of the wrench shall be controlled by a conveniently located mechanical device which is independent of the throttle. The rotational control shall be plainly and permanently marked to indicate direction of rotation. Interchangeability - All parts having the same manufacturer's part number shall be constructed to definite standards, tolerances, and clearance in order that such parts may be completely interchangeable and may be replaced or adjusted without requiring modification. Sound pressure levels - The sound pressure levels as measured at an unobstructed distance of one meter, shall not exceed 95 dBA. Throttle - The wrench shall be provided with a nonleakable manual throttle for controlling the supply of compressed air. The throttle shall be of such design that the speed can be regulated during the operation. Air volume (torque) regulator - The wrench shall be furnished with an air volume (torque) regulator. The regulator may either be built into the wrench or furnished separately. It shall have varying degrees of restriction for regulating the volume of air flow. When in the wide open position, the wrench air consumption shall not exceed 30 CFM. The drill shall conform to the following design and performance requirements: 1/2 inch (3/8-inch capacity), angle drive Spindle size - 1/2 inch Weight - 9.5 pounds maximum Length - 10-5/8 inches maximum Spindle offset - 1-3/8 inches maximum Air Inlet (NPT-NPTF) - 1/4 inch Air Consumption at load - 30 CFM maximum Handle type - Body grip Drive End Shape ? Square Metric product - Product manufactured to metric (SI) dimensions shall be considered on an equal basis with those manufactured using inch-pound units of measure, provided they fall within the specified tolerances using conversion tables contained in the latest revision of ASTM E 380, Standard Practice for Use of the International System of Units (SI), and all other requirements of this technical description are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable. Regulatory Requirements Occupational Safety - The drill shall conform to Occupational Safety and Health Act (OSHA), 29 CFR 1910. Quality Assurance Provisions Product conformance - The product offered shall meet the salient characteristics of this technical description and conform to the producer's own drawings, specifications, standards, and quality assurance practices and be the same as the product offered for sale in the commercial marketplace. When specific quality assurance provisions are specified for any commercial characteristic the contractor shall maintain records resulting from his inspection(s) conducted in accordance with the specific quality assurance provisions. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided under the provisions of the contract. The government reserves the right to audit the contractor's quality assurance records. Market Acceptability - No item of equipment offered under this technical description shall be acceptable unless the manufacturer has marketed equipment of the same size and type in a commercial environment for a minimum period of one year. Equipment installed for test purposes in a manufacturer's plant or test laboratory shall not be considered as complying with this requirement. ITEM MARKING Each item (including all items within a set or kit) shall be marked with the manufacturer's name and identifying symbol, and the state or country of manufacture, unless otherwise specified. All marking shall be engraved, etched, molded, or indented. PACKAGING One (1) item shall be preserved and packaged in a unit package designed to protect the item against damage during shipment, handling, and storage. PACKING The unit packages shall be packed in a close fitting fiberboard box in compliance with the Uniform Freight Classification and the National Motor Freight Classification requirements of Rules, Item 222, Sec. 3., Minimum 200 or ECT 32. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with FED-STD-123G, dated June 6, 1997, or marked and bar coded for delivery to military activities in accordance with MIL-STD-129N, dated 15 May 1997, as applicable. PALLETIZATION Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double-face non-reversible pallets. Pallet lumber used shall be bark free. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight. Pallet Load Configuration: The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Palletized loads shall be secured to the pallet to insure that the load arrives intact. Stacking Strength: The pallet plus the load shall be capable of supporting three additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength. Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only.
