These orders are for the GSA warehouse and all clauses that normally apply to our warehouse orders are applicable, including bar code marking and the Buy American Act which can be found at Federal Acquisition Regulations 25.001. Procurement History; Willer Electric $256.00 5130-00-889-9001 UI: EA QTY 47 DRILL, ELECTRIC, PORTABLE: DESCRIPTION The electric drill covered by this specification is a compact portable tool with universal motor for operation using 120 Volt AC only, 60 cycles AC. This drill is used for continuous heavy duty drilling of mild steel. Salient Characteristics: Design - The design shall be such as to provide convenient and safe operation. The drill shall be either double-insulated or of a 3-wire grounding construction. All materials used in the fabrication of this drill shall be new. The drill shall be complete so that when connected to the specified power source it can be used for its designed operation. Interchangeability - All parts having the same manufacturer's number shall be manufactured to such standards that will permit replacement or adjustment without modification of the electric drill. Motor - The motor shall be universal, series wound or compensated series wound designed to operate on 120 volt (+,- 6 percent), single-phase, 60 cycle, alternating current (AC). The motor shall conform to the requirements of UL 45. Chucks - The drill chuck shall be Type I or II, Style B in accordance with Commercial Item Description A-A-51140B, dated 25 September 2000. Switch - Each drill shall be provided with a convenient located switch for turning the current of the motor "OFF" and "ON". The inclusion of a locking pin or similar means for holding the switch in the "ON" position shall be at the option of the contractor. All switches shall be double pole. The switches shall be rated for both AC & DC operations. The switches except those which release automatically, shall be marked plainly to show the "OFF" and "ON" position. The switches shall comply with the requirements of UL 45. Wiring, cord, and plug cap - The wiring, flexible cord, and attachment plug cap shall be in accordance with UL 45, as applicable. The cord shall have an attachment plug cap and shall have a minimum free length of 8 feet measured from point of entry into the drill. The attachment plug cap shall comply with UL 45 requirements for two-pole, three-wire grounding devices rated 15 amperes at 125 volts. NEMA - Motors shall conform to National Electrical Manufacturers Association (NEMA) Publication No. MG-1. Each drill shall be furnished with an instruction manual. The drill shall conform to the following design and performance requirements: Medium Speed Drill, Non-reversible or reversible Heavy Duty Keyed Chuck Straight Drive Chuck size - 3/8 inch Handle Style - End handle closed end grip with auxiliary handle or pistol grip with auxiliary side handle Drive End Type - Keyed Jaw Chuck Chuck Capacity - *0 - 3/8 inch Weight without cord - 15.0 pounds maximum Length Overall - 18 inches maximum Spindle RPMS @ No-load - 1200 maximum Spindle RPMS @ Rated Load - **400 ? 660 Rated Load Amps @ 120 Volts AC - 7.0 amperes minimum Torque @ Spindle Shaft - 3.0 foot-pounds minimum at Rated Load Stall Torque @ Spindle Shaft - 15.0 foot-pounds minimum **Note - The rated load speed shall in no case be less than 55 percent of the rated no load speed. *Note - 1/2 inch chuck may be provided so long as all of the above performance requirements for the size 3/8 inch drill are met. Electromagnetic interference suppression - The drill shall be electromagnetic interference free within the limits specified for portable electric tools in compliance with the requirements of MIL-STD-461. The drill shall be either labeled or have accompanied documentation certifying electromagnetic interference suppression. Only the basic drill prior to modification for EMI suppression is required to have proof (e.g. stamped UL) certifying compliance with the applicable UL standard. Accessories - The drill shall be supplied with maintenance tools, extra parts, accessories, attachments, and complete operating and maintenance instructions as normally furnished commercially. Carrying case - The drill shall be provided within a rigid, sturdy, impact resistant, plastic or metal carrying case. The carrying case shall be of sufficient size to contain the drill, maintenance tools, and accessories. The case shall be complete with a hinged cover, carrying handles, and closing fastener. ITEM MARKING Mark each item in a permanent and legible manner with manufacturer's part number and name or identifying symbol. PACKAGING One (1) item shall be preserved and packaged in a unit package designed to protect the item against damage during shipment, handling, and storage. PACKING The unit packages shall be packed in a close fitting fiberboard box in compliance with the Uniform Freight Classification and the National Motor Freight Classification requirements of Rules, Item 222, Sec. 3., Minimum 200, or ECT 32. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with the latest version of FED-STD-123, "Marking For Shipment (Civil Agencies)", or marked and bar coded for delivery to military activities in accordance with the latest version of MIL-STD-129, "Military Marking For Shipment and Storage". "Latest version" is defined as the version in effect on the date of bid submittal. Federal Standards and Military Standards can be accessed on-line via the Defense Logistics Agency's "Assist" Quicksearch web site: http://assist.daps.dla.mil/quicksearch/ Palletization: The shipping (transport) containers shall be palletized. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, and double-face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight for shipments to the Eastern Distribution Center (Burlington). The palletized load shall not exceed 2000 pounds in weight for shipments to the Western Distribution Center (French Camp Location). The palletized load shall not overhang the pallet deck board edge by more than 1 inch and shall not exceed 53 inches in overall height (including pallet). Less than half pallet loads or loads shipped by small package carrier in acceptable transport packing need not be palletized. When less than full but more than a half pallet is used, the palletized load shall utilize proper bracing and/or reinforcement to ensure that the load can withstand two additional loads placed on it. Stacking: A load-stacking test shall be performed once, at the beginning of the contract, for each different unitized or palletized load configuration. A fully palletized load shall be tested utilizing a total stack of three palletized loads, with all the proper bracing and/or reinforcement necessary to perform the test. There shall be no evidence of damage to the pallets, shipping containers or products when stack is tested on the rigid surface for a minimum of 24 hours, in compliance with all the National and Local Safety Regulations. The pre-tested palletized load configuration shall be duplicated using the same packaging materials, pattern, number of shipping (transport) containers, and procedures consistent throughout the duration of the contract. Palletized loads shall be stable and safe when handled with mechanical equipment by qualified personnel. Materials: All lumber used inside or outside a shipment shall be bark free. No used wood pallets with repaired components or stringers will be acceptable. All wood pallet stringers shall be manufactured from hardwoods. Pallets manufactured of materials other than wood, shall conform to all the requirements specified herein. Unitization: For the purpose of this requirement, the assembled group of containers or items in a single load that can be handled as a unit throughout the distribution system. Unitization encompasses, but is not limited to, consolidation in a container, placement on a pallet or load base having forklift capability, or securely binding together. Shipments should be considered for unitization where appropriate or specified. Unitization of pallet load: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact without product damage. The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Vertical, horizontal or filler reinforcement shall be added as necessary to meet the stacking strength requirements. A palletized load shall be secured to the pallet by shrink or stretch wrapping, and/or, by steel or nonmetallic strapping. When steel or nonmetallic strapping is used, edge protectors shall be provided to prevent damage to the cartons when tensioning the strapping. As a minimum, two straps shall run lengthwise, two straps shall run widthwise, and two straps shall run around the girth of the palletized load. A palletized load shall be capable of protecting the products against damage in a multiple handling, transportation, and storage environment having distribution warehouses with rack systems that support the load/s overhead of warehouse personnel. Notice of special requirements for shipment to European Union countries: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17.
