Procurement History; Willier Elect $194.00 5130-00-720-0654 UI: EA QTY 113 SAW, RECIPROCATING, PORTABLE, ELECTRIC: DESCRIPTION This technical description covers a portable electric reciprocating saw used for sawing sheet metal, mild steel, aluminum, brass, wood, and other materials. Salient Characteristics: Design and Construction - The saw shall be either double-insulated or of the three-wire grounding construction. The saw shall withstand, without failure, treatment likely to be encountered under general service conditions. Working parts exposed to wear shall be of sufficient hardness to withstand the service required. All parts shall be properly finished to dimensions within limits established by good commercial practice. Interchangeability - Similar parts, of the same manufacture, shall be interchangeable without alteration with related parts having the same manufacturer's part number. Switch - The saws shall be furnished with a conveniently located switch in the handle. The switch may have a lock-on mechanism provided that actuation and turn-off can be accomplished by the same finger(s) that actuate the switch. Electrical specifications - The motor of the reciprocating saw shall be of the universal type designed to operate on either 120 volt (+,- 10 percent) direct current (DC), or 120 volt (+,- 6 percent) single-phase, 25 to 60 cycle alternating current(AC). Electromagnetic interference suppression - The saw shall be electromagnetic interference free within the limits specified for portable electric tools in compliance with the requirements of MIL-STD-461. The saw shall be either labeled or have accompanied documentation certifying electromagnetic suppressed. Only the basic saw prior to modification for electromagnetic interference (EMI) suppression, shall comply with the applicable UL standard. Wiring - All wiring, flexible cord, attachment plug cap, and grounding means shall be in accordance with the requirements of UL 45. The cord shall have an attachment plug cap and shall have a minimum free length of 8 feet measured from point of entry into the saw. The saw shall meet the following design and performance requirements: Horizontal drive reciprocating saw. The saw shall be of the variable speed design and shall be suitable for sawing either metal or wood. The no-load surface speed of the saw blade shall be not less than 1600 nor more than 2400 inches per minute, determined by multiplying the length of stroke in one direction by the number of strokes per minute. The saw blade shall reciprocate from the front end of the tool so that the blade and handle center are in general alignment, the same as any conventional hand saw. However, at the option of the contractor, the tool may provide for additional positioning of the blade. A saw guide or other means shall be provided whereby the tool can be guided. Length of stroke - 7/16 inches minimum Weight - 9 pounds maximum Maximum temperature rise after 10 successive duty cycles. Motor Parts. Handles - 20 degrees C. Housing - 50 degrees C. Field Windings - 65 degrees C. Commutator - 75 degrees C. Average cutting rate through 3/16 inch - 3 inches per minute minimum steel strip 5 duty cycles. Cutting capability - The saw shall be capable of cutting under practical service conditions; hardwood with a minimum 1-3/4 inch thickness; aluminum alloy with a minimum 1/2 inch thickness; plastic, of the fabric base phenolic type, with a minimum 1/2 inch thickness; and mild steel with a minimum 3/16 inch thickness. Accessory equipment - The saw shall be supplied within such maintenance tools, accessories, and extra parts as normally furnished commercially. Accessories shall consist of standard equipment (blades, wrench, wrench holder, etc.) Carrying case - The saw shall be furnished in a durable sheet metal or molded plastic carrying case. The case shall be provided with a handle, hinged cover and at least one suitcase snap latch or equivalent means of holding the cover in place. The holder shall not open when the case and contents are carried by the handle. The case shall hold the saw and its accessories. Codes and Standards: NEMA - motors shall conform to National Electrical Manufacturers Association (NEMA) Publication No. MG-1. UL - All electrical components including motors, switches, and wiring shall conform to the applicable requirements of UL 45. The saw shall bear an identification plate in accordance with the applicable requirements of UL 45. Unless otherwise specified, the saw shall be furnished with an instruction manual in accordance with the applicable requirements of UL 45. ITEM MARKING Mark each item in a permanent and legible manner with manufacturer's part number and name or identifying symbol. PACKAGING One (1) item shall be preserved and packaged in a unit package designed to protect the item against damage during shipment, handling, and storage. PACKING The unit packages shall be packed in a close fitting fiberboard box in compliance with the Uniform Freight Classification and the National Motor Freight Classification requirements of Rules, Item 222, Sec. 3., Minimum 200, or ECT 32. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with the latest version of FED-STD-123, "Marking For Shipment (Civil Agencies)", or marked and bar coded for delivery to military activities in accordance with the latest version of MIL-STD-129, "Military Marking For Shipment and Storage". "Latest version" is defined as the version in effect on the date of bid submittal. Federal Standards and Military Standards can be accessed on-line via the Defense Logistics Agency's "Assist" Quick search web site: http://assist.daps.dla.mil/quicksearch/ Palletization: The shipping (transport) containers shall be palletized. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, and double-face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight for shipments to the Eastern Distribution Center (Burlington). The palletized load shall not exceed 2000 pounds in weight for shipments to the Western Distribution Center (French Camp Location). The palletized load shall not overhang the pallet deck board edge by more than 1 inch and shall not exceed 53 inches in overall height (including pallet). Less than half pallet loads or loads shipped by small package carrier in acceptable transport packing need not be palletized. When less than full but more than a half pallet is used, the palletized load shall utilize proper bracing and/or reinforcement to ensure that the load can withstand two additional loads placed on it. Stacking: A load-stacking test shall be performed once, at the beginning of the contract, for each different unitized or palletized load configuration. A fully palletized load shall be tested utilizing a total stack of three palletized loads, with all the proper bracing and/or reinforcement necessary to perform the test. There shall be no evidence of damage to the pallets, shipping containers or products when stack is tested on the rigid surface for a minimum of 24 hours, in compliance with all the National and Local Safety Regulations. The pre-tested palletized load configuration shall be duplicated using the same packaging materials, pattern, number of shipping (transport) containers, and procedures consistent throughout the duration of the contract. Palletized loads shall be stable and safe when handled with mechanical equipment by qualified personnel. Materials: All lumber used inside or outside a shipment shall be bark free. No used wood pallets with repaired components or stringers will be acceptable. All wood pallet stringers shall be manufactured from hardwoods. Pallets manufactured of materials other than wood, shall conform to all the requirements specified herein. Unitization: For the purpose of this requirement, the assembled group of containers or items in a single load that can be handled as a unit throughout the distribution system. Unitization encompasses, but is not limited to, consolidation in a container, placement on a pallet or load base having forklift capability, or securely binding together. Shipments should be considered for unitization where appropriate or specified. Unitization of pallet load: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact without product damage. The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Vertical, horizontal or filler reinforcement shall be added as necessary to meet the stacking strength requirements. A palletized load shall be secured to the pallet by shrink or stretch wrapping, and/or, by steel or nonmetallic strapping. When steel or nonmetallic strapping is used, edge protectors shall be provided to prevent damage to the cartons when tensioning the strapping. As a minimum, two straps shall run lengthwise, two straps shall run widthwise, and two straps shall run around the girth of the palletized load. A palletized load shall be capable of protecting the products against damage in a multiple handling, transportation, and storage environment having distribution warehouses with rack systems that support the load/s overhead of warehouse personnel. Notice of special requirements for shipment to European Union countries: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17.
