- This is a solicitation for commercial items prepared in accordance with the format in Far Subpart 12.6-streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotation (RFQ). The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-14. The associated North American Industrial Classification System (NAICS) code for this procurement is 812332 with a small business size standard of 500 employees. This requirement is set aside 100% for small business. The National Institute of Standards and Technology (NIST) has a requirement for rental of new uniforms and jackets with logo patch, including pickup, delivery, laundry and uniform maintenance to the Engineering, Maintenance, Safety, and Support Division (EMSS) of NIST/ Boulder Laboratories. The period of performance will begin from the contract award date through March 31, 2008, with renewal options consisting of up to four (4) successive twelve (12) month periods. The services required shall consist of a comprehensive program to provide and maintain a quality employee uniform program with the quantity and quality of uniforms and jackets necessary to present and achieve a unified customer service oriented identity and image. Pickup and delivery shall be at NIST, 325 Broadway, Boulder, CO, with specific drop-off and pick up points to be designated by EMSS. Award will be made on a ?best value? basis, price and other factors considered. Evaluation criteria will be addressed within the RFQ. The competitive Request for Quotation (RFQ), specifications, any subsequent amendments, and all questions and answers related to this procurement shall be made available via the Internet at http://www.fedbizopps.gov under RFQ number SB1341-07-RQ-0080. The RFQ is anticipated to be released to the vendor community on or about March 5, 2007, and will only be available via the Internet at the Federal Business Opportunities website referenced herein. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Offerors are required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clauses 52.212-4, Contract Terms and Conditions-Commercial items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. Potential quoters are responsible for accessing the web site. Interested parties must respond to the RFQ in order to be considered for award of any resultant purchase order. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained. Prospective contractors shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov, to be eligible for award of a contract as a result of this solicitation. Unless the acquisition is exempt under FAR 4.1102. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses all items contained within the statement of work structured price breakdown; 2) Two (2) copies of technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); 5) For the purpose of evaluating Past Performance, provide a list of three (3) contracts/purchase orders completed during the past three years for similar requirements with the following information: Name of contracting activity, contract number, contract type, total contract value, contracting office and telephone number, and program manager and telephone number; and 6) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at http://acquisition.gov/comp/far/index.html All questions regarding this Request for Quote shall be provided in writing via e-mail to the Purchasing Agent (Joni Laster) @ joni.laster@nist.gov not later than March 9, 2007. The Government?s response to all vendor questions with answers shall be posted not later than March 14, 2007. All quotes shall be provided not later than March 19, 2007. All quotes shall be sent to the National Institute of Standards and Technology, Acquisition and Logistics Division, Attn: Joni L. Laster, Building 301, Room B129, 100 Bureau Drive, Stop 1641, Gaithersburg, MD 20899-1641.
