- This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued Provisions and clauses in effect through FAC 2005-15 are incorporated. Solicitation number 263-2007-Q-(DQ)-0079 is being issued as a request for quotation (RFQ). This is a 100% Set aside for a small business with a North American Industrial Classification System (NAICS) 541690, with a small business standard of $6.5 Number of hours are 1300. The National Institutes of General Medical Services (NIGMS) Office of Communications and Public Liaison (OCPL) a component of the NIH requires the services of a contract Science Writer for a variety of tasks including but not limited to the statement of work. The period of performance is One year From date of award, with two (2) option years. The place of performance will include NIH and offsite (including contractor facility). The contractor shall write and oversee the production (including illustration research and permissions) of science education and other thematic booklets (such as a rewrite of Medicines By Design and findings; and new booklets in areas such as bioinformatics and computational biology). Write topical brochures (akin to Genes and Populations and Medicines for YOU) and fact sheets (such as on burn and trauma research);; write and edit content for the Web site on topics including pharmacogenetics, bioinformatics/computational biology, genes and populations, and community consultation. Shall coordinate/oversee the NIGMS role in the development of a curriculum supplement for the NIH Office of Science Education; write and edit content for Government Performance and Results Act and Congressional budget justification narrative submissions, such as science advances and stories of discovery, as well as other sections of the budget justification. write and edit ad hoc material requested by Congress (or by the NIH Office of the Director for use in communicating with Congress); write and edit reports of NIGMS-sponsored meetings (in some cases, this shall require attending the meetings); write or edit material written by others for posting on the NIGMS Web site, including program descriptions and initiative-related documents (such as letters to potential advisory group members); write or edit announcements or other programmatic documents; edit speeches, articles, or chapters written for publication by NIGMS staff (such as the "Points to Consider" document relating to NIGMS/NIH community consultation efforts); write talking points for speeches by the Director, NIGMS or comment on speeches drafted by the Director; write or edit items for inclusion in the NIH Office of Public Liaison newsletter or other NIH reports; write content for Stetten Lecture publicity materials; write NIH Record stories on NIGMS news and/or events; write content for news releases about NIGMS/NIGMS-supported science advances; review and comment on selected material written by other OCPL staff members; serve as a member of selected committees (such as the Communications Subcommittee of the Pharmacogenetics Research Network Steering Committee); attend NIGMS-sponsored meetings that are relevant to projects the writer is working on; the contract writer or the project officer would identify meetings to consider attending, and the project officer would decide which meetings the contract writer should attend; screen EurekAlert and selected scientific journals (such as Science and Nature) for items related to NIGMS or supported by NIGMS, and e-mail these items to the appropriate NIGMS staff members; draft publication clearance requests for material the contractor shall write; assist NIGMS staff with meeting/event publicity, including developing a poster or flyer; identifying target audiences and how to reach those audiences; and writing announcements or articles for the NIGMS Web site as well as the NIH Record and other publications that reach the target audiences; identify story ideas for the NIH Radio News Service; advise OCPL on marketing opportunities for its science education publications and assist with marketing/promotional efforts as appropriate; oversee selected projects involving focus group feedback on topics of interest to NIGMS; respond to selected public inquiries. 1. The Contractor shall have a Ph.D. in pharmacology . 2. The Contractor shall have a graduate certificate in science writing. 3. The Contractor shall have a familiarity with mission and programs. Of medical institions 4. The Contractor shall have knowledge of Government Printing Office and Associated Press style guidelines as well as Governments plain language guidelines. 5. The Contractor shall be knowledgeable and able to communicate effectively in the areas of pharmacology, pharmacogenetics, genetics, community consultation, chemistry, biochemistry, and trauma and burn research Basis for Award Experience and Qualifications of Key Personnel (80%) ? Demonstrated extensive experience in writing and editing news and feature articles, news releases, speeches/testimony, fact sheets, meeting reports, reports to Congress, science advances, material for electronic newsletters, publications, and educational material on biomedical science topics for print and Web outlets and for a variety of audiences, including lay people who are not familiar with the process of science or scientific terminology. Experience performing these activities for a government agency is desirable. ? Demonstrated experience serving as the editor of a magazine or other print publication, including experience overseeing the production and printing of a government publication. ? Strong familiarity with the missions, medical institutions such as NIH programs, and policies, and experience writing and editing material about these programs and policies. ? Strong educational background in biomedical science, including knowledge of the fields of pharmacology, pharmacogenetics, genetics, community consultation, and trauma and burn research. Technical/Management Approach (10%) ? Demonstrated full understanding of the goals, expectations, and technical/managerial aspects of this contract, including recognition of the variability of the work and ability to meet the requirements of this solicitation. ? The Security Response Submittal must meet or exceed NIH?s security needs. Past Performance (10%) An evaluation of quoter's past performance information will be conducted prior to award of the purchase order. However, this evaluation will not be conducted on any quoter whose quote would not be selected for award based on the results of the evaluation of factors other than past performance. The assessment of performance risk is not intended to be a product of a mechanical or mathematical analysis of a quoter's performance on a list of contracts but rather the product of subjective judgment by the Government after it considers relevant information. When assessing performance risks, the Government will focus on the past performance of the quoter as it relates to all acquisition requirements, such as the quoter's record of performing according to specifications, including standards of good workmanship; the quoter's record of controlling and forecasting costs; the quoter's adherence to contract schedules, including the administrative aspects of performance; the quoter's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the quoter's business-like concern for the interest of the customer. The Government will consider the currency and relevance of the information, source of the information, context of the data, and general trends in the quoter's performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the quoter. Award will be made by which quoter offers the best value to the Government based on price and the above technical criteria.
