Description
This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-15 are incorporated. Solicitation number 263-2007-Q-DQ-0080 is being issued as a request for quotation. (RFQ). This is a 100% Set Aside for Small Business with a North American Industrial Classification System (NAICS) is 541611. This requirement is for a contractor to provide Consultative services to the Graduate Medical Education (GME) Program at the NIH to insure that the Institution and its sponsored programs remain fully accredited by the accreditation Council on Graduate Medical Education (ACGME) and related organizations, and to enhance the professional and administrative skills of clinical educators and mentors of clinical trainees. The period of performance is for a one year period from date of award; with a one (1) year option period. The number of hours is twenty four. The Contractor shall advise the Graduate Medical Education Program on changes to ACGME Institutional and Common program Requirements; provide a summary and administrative analysis of new or revised ACGME requirements; provide analysis of GME opportunities and vulnerabilities at NIH created by such requirements. provide strategies to efficiently and effectively implement new requirements and address vulnerabilities; assist the GME Education Program with preparation for institutional ACGME review. provide assistance with design and implementation of NIH Institutional GME self study process; provide assistance with design, implementation and analysis of NIH Institutional GME Internal Review; conduct mock ACGME Institutional Review Committee (IRC) Site Visit; prepare a summary report on NIH Institutional GME Strengths and vulnerabilities; assist the Graduate Medical Education Program with maintenance of ACGME accreditation of programs with short review cycle lengths. provide analysis of ACGME citations and strategies for remediation. assist with Internal Reviews of short cycle programs; assist with Internal Review report preparation and submission to GME Committee; review progress reports submitted to ACGME addressing remediation strategies; assist the GME Program with the professional and administrative development of clinical educators and mentors;. Work with the Medical Education Program to design, organize and implement a faculty development curriculum; Assist in the design, organization and implementation of lectures, workshops and/or seminars to address the following: Instruction Planning & Delivery: Competency Mapping, Small Group Learning; Teaching/Learning Styles; Setting expectations; Effective Precepting Strategies; Bedside Teaching; Evaluating Clinical Competency; Giving and Receiving Feedback; Working and Learners with Special Needs; Cultural Competency; Career & Professional Development; Communication Skills; Creating an Educator?s Portfolio; Time Management. NIH will be responsible for All costs associated with the logistics of assuring the Contrators ability to carry out his functions. Provisions of staff and program support for contractor?s activities when on-site at NIH, including appropriate support for seminars and workshops. In addition to the above The Contractor shall deliver monthly reports on the status of the various activities, and provide analyses, evaluations and reports as specified above. Final reports, analyses and consultations will be due at the end of the base year. And optional period, if excercised. NIH and the Contractor shall agree, for themselves to hold in confidence any/all such proprietary information gathered during performance period will be considered proprietary information. Evaluation Criteria: Knowledge of the ACGME accreditation process and requirements for documentation, including the Institutional Rev Document and Program-specific Information Forms; knowledge of changes in/revisions to ACGME requirements that are specific to Institutional accreditation and those common to training programs for purposes of accreditation; Experience with faculty development workshop/seminar design, organization and implementation.
