- Description
- The Air Armament Center (AAC), Eglin AFB, FL intends to award a sole-source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Lockheed Martin Aeronautics Company (LM Aero), P.O. Box 748, Fort Worth, TX, 76101-0748, (817) 777-8677. The ordering period will be 5 years. The anticipated maximum dollar amount to be awarded over the entire contract period is $2.25M. The tasks will include, but not be limited to, enhancements of the F-16 Link-16/LVT-1 Avionics Test Station (ATS) Distributed Interactive Simulation (DIS). The first task order will be to incorporate a Distributed Interactive Simulation (DIS) capability into the F-16 Link-16/LVT-1 Avionics Test Station (F-16 ATS) built by Lockheed Martin Aeronautics (LM Aero) Company, at their Fort Worth, TX plant under Department of the Air Force contract number FA9200-04-C-0066, and delivered to Eglin?s Datalinks Test Facility (DTF) in January 2006. This DIS enhancement shall consist of core software changes to the existing Lockheed Martin proprietary models software used to operate the F-16 ATS and will give the F-16 ATS the ability to transmit ownship position, orientation, acceleration, and velocity information to the DIS network using entity state protocol data units (PDUs). Additionally, the capability will exist to generate targets on the F-16 ATS from information received from the DIS network. A maximum of 75 distinct targets will be generated on the F-16 ATS regardless of the source of the targets. The DIS enhancement will not include functions associated with the multifunctional information distribution system (MIDS) terminal or equivalent model. These items are to be delivered FOB Destination to Eglin AFB, Florida. Additional taskings after the initial DIS software/hardware installation may include any software/hardware upgrades that would affect the Eglin DTF F-16 ATS datalink testing capability, to include OFP updates. In addition, the contractor will physically install any software or hardware upgrades at the Eglin DTF they deem necessary to maintain the most current ATS configuration and datalink testing capability. The contractor must have a prior and detailed working knowledge of the unique equipment and software involved. This must include knowledge in (1) design and operation of the DTF F-16 ATS hardware and software, (2) the interface between the ATS models and the F-16 Operational Flight Programs, and (3) and the modeling software and its interfaces with the Eglin DTF ATS hardware. The contractor must submit evidence substantiating they possess the detailed knowledge and capabilities indicated above. If the contractor does not have Secret clearance with a special background investigation, response to this notice must contain proof the contractor understands the requirements for obtaining this type of clearance and that they can meet the requirements. In addition, the contractor must obtain an interim Secret clearance prior to award. Lockheed Martin Aeronautics Company is the only known existing source of the technical expertise required to support this requirement. Any offerors responding to this notice must provide evidence of capability to perform the above requirements and state their size standard.
