Description
The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 and FAR 6.302-3 with Owl Computing Technologies, Inc., 38A Grove Street Suite 101, Ridgefield, CT 06877 for the purchase of two (2) 3.3 Volt Universal Cards; one (1) year Continued Application Hot Line Service and Support; and one (1) Turn-In of 5.0 Volt Universal Cards. Information received within 7 days after date of publication of the solicitation will be considered by the Government. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 511210. SOLE SOURCE JUSTIFICATION: AFRL/IFSA requires Volt Universal Cards for on-going test, assessment, evaluation, and demonstrations of Software Technologies currently under development. Owl Technologies Dual-Diode is a Turn-Key configuration that meets technical specifications (Linux OS) and is used by other members of the Next Generation Chemical Biological Management effort. There is not a fully compatible alternative that exists in the marketplace. Introducing software other than what is specified above results in incompatible systems that do not function properly. Furthermore, the system cannot interface properly with the existing infrastructure that is being utilized. The proposed source, Owl Computing Technologies, Inc. is the only known source that can satisfy the government's requirement for Secure Directory and Maintenance that will support the existing infrastructure.
