Description
The Government intends to procure and have installed 60 each, class 20, Form 9S, Type AXS4e, 277/480V Landis & Gyr solid state electric meters with a single port TWACS (two way automatic communications) module. The meters shall be programmed in accordance with CMT S4 listing option 5. In addition, the meters are to be labeled with the standard NAVFAC nameplate. The contractor shall supply the Navy with a list of each TWACS module and each meter serial number that is required to enter the meter data into the AMR (Automated Meter Reading ) System. The meters are to be used on the proprietary AMR System designed and provided by DCSI (Distribution control Systems, Inc.). The meters shall be compatible to the NAVFAC Mid-Lant standard 277/480v electric meters that are used on all Hampton Roads bases. This procurement will utilize Other Than Full and Open competitive procedures under FAR 13.5. The manufacturer is Landis & Gyr. This office will no longer issue a hard copy of the Request For Quote (RFQ); therefore, a copy can be obtained from website https://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at https://www.bpn.gov. Numbered Note 22 applies.
