- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of technically capable and otherwise responsible small business firms that would be interested in submitting offers for this anticipated solicitation. This includes firms that are certified as HUBZone small business concerns and/or small disadvantaged business concerns under the 8(a) program in addition to service disabled veteran owned small business and other small business concerns. Additional information related to small business programs can be found at the http://www.sba.gov//index.html. GSA is conducting a market survey for interested general contractors for the Construction of a Security Sally Port to be located at the Ron De Lugo Federal Building and US Courthouse located in St. Thomas, US Virgin Islands. The North American Industry Classification System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $31.0 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. The proposed Sally Port will be approximately 800 SF in area. The proposed contractor shall be well versed in commercial interior and exterior construction, as it relates to the rehabilitation of existing buildings. This shall include the construction of building additions where matching of the color and texture of the exterior facade is required. The proposed contractor shall demonstrate at least five (5) years of work experience on similar projects that involve this type of construction in the $500,000 to $2,000,000 dollar range, and be well versed in national and local building codes as it relates to this project. The contractor must have the capability to adequately staff the project and will be required to supply all labor, materials and supervision to complete the project within the time frame allotted. The selected contractor, his/her personnel, including all personnel from the subcontractors will be required to obtain Department of Homeland Security (DHS), security clearances in order to work on this project. Companies who have the necessary experience, as well as an interest in this project, should submit a statement of capabilities, which is not a proposal, but rather a short statement regarding the firm's expertise and experience on projects similar in scope to the one described in this notice. Firms should indicate eligibility for SBA programs and whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a) or Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
