- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation/synopsis reference number HQ002870388601 is being issued as a Request for Quotations (RFQ) and incorporates the following with the word ?quoter? substituted for ?offeror?. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. (1) FAR 52.212-1 (Instructions to Offerors ? JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Defense Information School (DINFOS) Nikon Camera Brand Name Procurement 1. Contracting Activity. Defense Media Center, Contracting Office, Riverside, California. 2. Nature and/or description of the Action being approved. Approval to issue a contract for brand name cameras and accessories. DINFOS has a requirement for Nikon camera parts and compatible accessories to support their mission of establishing training classes and providing required training to field units that currently utilize Nikon cameras. Purchase of any other cameras would not allow DINFOS to provide the necessary training to their customers. 3. Description of the supplies and services. The vendor shall provide 130 ea Nikon D200 digital cameras outfitted with Nikkor 2162 lens, 120ea Nikon SB800 flash, 120ea. Nikon EN-EL3E battery, 120ea Quantum MKZ3 cable and 130ea Tiffen UVP67 UV filters. 4. Statutory authority permitting other than full and open competition. 10 U.S.C.Section 2304(c)(1), Only one responsible source or only a limited number of responsible sources will satisfy the needs of the agency (FAR 6.302-1). 5. Demonstration that the nature of the acquisition requires the use of the authority cited. DINFOS located at Fort George G. Meade, Maryland, provides entry level and advanced training in public affairs, journalism, photojournalism, broadcasting, graphics, electronic imaging, broadcast systems maintenance, video production, and visual information management to all of DOD. To accomplish this training mission, DINFOS must provide training on the latest equipment being used in each of the DOD units they support. The camera equipment currently used by DINFOS customers are predominately Nikon cameras and accessories which are either identical to or compatible with the equipment which is the subject of this justification DINFOS must be able to support effective training for those units currently using these Nikon cameras. The purchase of any other manufacturer?s camera would not allow DINFOS to provide the required customer training. 6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. In accordance with FAR 5.101(a)(1), a notice of intent to issue a contract for brand name items will be published on the Federal Business Opportunities website. All vendor responses to the notice received within the time limit will be considered. 7. Determination by the contracting officer that the anticipated cost to the government will be fair and reasonable. The contracting officer determines that the anticipated price will be fair and reasonable based on past history, market research and competition between dealers. 8. Description of the market research conducted and results or a statement of the reasons market research was not conducted. Market research was not conducted because this requirement is dependent upon the make and brand of camera equipment being utilized by current customers of DINFOS. 9. Any other facts supporting the use of other than full and open competition. None. 10. Listing of sources, if any, that expressed, in writing, an interest in the acquisition. None 11. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services. None. DINFOS?s mission is to provide their customers required training on their customer?s fielded equipment. Equipment used for their training mission will always be dependent on what their customers are currently using.
