Description
DESCRIPTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is 201817R010 and the solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-15) and Federal Acquisition Regulation (FAR). This solicitation is Unrestricted Full and Open Competition. Both Small and Large business may submit proposals. The NAICS Code 336112. Size standard is 1,000 employees. The Contractor will provide a 68 to 72 passenger Tram System for transportation of public and USFWS personnel on tours of the Santa Ana National Wildlife Refuge in Alamo, Hidalgo County, Texas. BID SCHEDULE: Bid Item One: Power Unit - Diesel 1 each $____________ Option Bid Item Two: Additional Power Unit - Diesel 1 each $____________ Alternate Gas Unit Three: Power Unit - Gasoline 1 each $____________ Alternate Optional Gas Unit Four: Additional Power Unit - Gasoline 1 each $____________ Bid Item Five: Tram Car 1 each $____________ Option Bid Item Six: Additional Tram Car 1 each $____________ *As required under FAR 52.214-21, Descriptive Literature, submit descriptive literature and technical data for items bid. SCOPE OF WORK AND EQUIPMENT REQUIREMENTS The Contractor shall provide: Trams International Model 6000PC Power Car(s) and Trams International Model 2205 Tram Trailer(s) (www.tramfactory.com), OR EQUIVALENT (FAR 52.211-6 Brand Name or Equal) system with the following minimum requirements. GENERAL TRAM REQUIREMENTS: " Dark green exterior color (blends in with native vegetation) " See-through (unobstructed views) capability between rear of power car into towed trailer units " Turning radius able to make 90-degree turns " PA/AM/FM/CD/DVD system with speakers in each unit " Retractable, transparent, durable roof system for operation in inclement weather ENGINE, POWERTRAIN: " Gasoline or diesel engine capable of pulling up to 72 passengers on mostly level paved and packed caliche roads, in temperature range of 32-105 degrees. " Standard engine with reasonable access to components and parts for self-servicing, routing maintenance and most repair jobs " Non-tug power unit (driver and narrator seated in same power unit as passengers) " Disc brakes on power unit and tram trailers " Independent wheel steering on tram trailers Roof-mount exhaust system with noise-dampening features SEATING: " 68-72 passengers, maximum three cars (one power car unit and up to two trailer units providing the desired ~70 passenger seating) " ADA seating for wheelchairs, easy-to-operate manual system, loading from either side preferred " Low floor height for easy access " Light colored seats (tan, light brown, light green, etc.) but not white DRIVER / NARATOR FEATURES: " Adequate ventilation (A/C or fan, and working side windows) for driver/narrator front seats " Front and rear narrator seating and delivery options (narrator can sit apart from passengers in front and rear of power unit and tram trailers, with PA system access at either location) DELIVERY POINT, (FOB): The date and place of delivery and acceptance and FOB point shall be Santa Ana National Wildlife Refuge, Route 2, Box 202A, Highway 281, Farm Road 907, Alamo, Hidalgo County, Texas, 78516. Delivery shall be made no later than September 30, 2007. PROVISIONS AND CLAUSES: The Provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The applicability of FAR 52,212-2, Evaluation-Commercial Items applies, and the specific criteria to be used for evaluation shall be as follows: 1) Total Price; (cost analysis for determining low bidder will be based on total overall bid for items selected per schedule). 2) Equipment and technical acceptability to the specifications listed in this solicitation. 3) Additional discounts and/or rebates Offerors must supply a completed copy of the provision found at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items when responding to this solicitation. The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The clause at FAR 52.211-6, Brand Name or Equal, applies to this acquisition. The clause at FAR 52.217-5, Evaluation of Options, applies to this acquisition. The clause at FAR 52.217-7, Option for Increased Quantity - Separately Priced Line Items, applies to this acquisition.
