- Morristown National Historic Park will issue a RFP for the supply and installation of fence to exclude deer. The NAICS code is 238990. The Size Standard is 6.5. This job consists of installation of heavy duty reinforced black nylon woven wire base fence of 3 feet in height with heavy duty black nylon upper mesh fencing 5 feet height for a total fence height of 8 feet. The fence will enclose an area of approx 12.1 acres with minimal use of heavy equipment, disturbance of soils, and minimal damage to surrounding vegetation. Fencing material is to be supplied by the vendor but must meet NPS approval prior to installation. The length of the fence is approximated to be 3,120 feet long and will form a large rectangle. Fence supports must not be more than 20 feet apart and shall be at least 1 5/8 inches diameter galvanized steel pipe driven at least 2 feet into the ground. Bracings may be used to support the posts. Concrete footing MAY NOT be used. Fence mesh openings must be no larger than 6 inches wide. The bottom wire fence and top mesh fence must be tied together with steel wire or hog rings no less than every 3 feet. One walk through gate will be installed at the SW corner of the plot. The gate must be 4 feet wide and lockable. Work shall commence in April and should be completed within 20 working days. Work may only be performed during daylight hours, Monday through Friday and exclusive of federal holidays. The contractor must furnish all materials, equipment, and labor to complete installation of the fence. The Contractor will be responsible for leaving a clean site at the end of each day and once the work is completed. The Contractor must submit a work safety plan before work begins. All work shall comply with applicable OSHA regulations, state laws, and industry standards. This contract will be governed by the Davis-Bacon Act and the Department of Labor wage determinations. Contractors are responsible for field checking the site prior to submitting a proposal. Questions about this Request should be directed to NPS biologist, Mr. Robert Masson at (908) 766-6841. Mr Masson will be the COR for this project. Competitive proposals will be evaluated by price, materials compliance, and work schedule and may include discussions. Only responsive proposals from responsible vendors will be considered. This will be a fixed price contract for one job.
