Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Part 13, Simplified Acquisition Procedures. A writ ten solicitation will not be issued. This announcement is the solicitation, and quotations are being requested. The solicitation is issued as a Request for Quote (RFQ). The RFQ number is W91QUZ-07-T-0009. The Requirements Description is as follows: Requirements Description: A business process modeling tool is required in the commission of the GCSS-Army (F/T) SAP Implementation Project. The system must be a Java based system (requiring less bandwidth from our network) and able to be executed from within a web browser. The spec ific functional capabilities that must be met are listed below: Definitions " Model: A graphic depiction of a business process flow " Object: Specific symbols used to create the model graphic System Software Functionality Requirements " Repository based process modeling capabilities for the reuse of results and best practices o All modelers access one database " Installation as a network and/or LOCAL system o System will be able to operate over a network or as a stand-alone " Client upgrades set up and controlled centrally o When the user logs into the system, an upgrade will occur automatically if available " Ability to configure the system according to company/project specific conventions o System capabilities shall be scalable so that only items required to meet the objectives of the project are accessible to the end user. " Web publishing capabilities o System shall be capable of publishing approved process models to a secure web site so models may be viewed by those not in possession of a system license. " Ability to automatically synchronize with SAP Solution Manager (Bi-directional synchronization) o System shall have synchronization integration with SAP Solution Manager. Synchronization shall take place from the system to Solution Manager and, from Solution Manager back to the system. " Ability to launch to SAP Solution Manager from inside the program and from inside the web published models o System shall have the ability to gain access to SAP Solution Manager when a process model is open in either edit or read mode. " Integration with SAP NetWeaver o System shall provide integration with SAP NetWeaver (SAP Exchange Infrastructure [XI]). This enables abstracted process logic to be transferred to the runtime environment of SAP XI via SAPs standard based Business Process Execution Language " Analysis (times and/or costs, system breaks, media breaks, organizational breaks, etc.) o System shall provide the capability to analyze the processes in the areas indicated above toward the goal of business process improvement " Evaluation capabilities via standard and custom reporting o System will have the ability to report on database content using standard reports and also provide the ability to generate user-defined reports " Merging of database content o System shall provide the capability to take selected content from Database A and merge it with the content of Database B " Consolidation of database content o System shall provide the capability to take duplicate objects in the database and consolidate them into a single object while, at the same time, replacing all occurrences of the previous objects with the newly consolidated object on all models " User security administration o System will provide the ability to control Read/Write/Delete access to the database content based on individual users and user groups " Mass updating of objects o System will provide the capability for mass updates based on new or changed modeling and/or project conventions " Change management control o System will provide ability to document and track all changes made to process models. This includes version control as well " Import/Export capabilities (XML, BPEL, XLS, etc.) o System will provide ability to import and export database content in the file types listed above, for example " Automatic process model layout o System will provide the capability to automatically arrange the process model graphics into an easy-to-follow format (as opposed to a strictly Manual layout of the graphics) " Vertical/horizontal navigation of process models o It must be possible to drill-down from high level to low level (more detailed) models. Further it must be possible to drill-across from one model to another at the same level of detail " Extensive database search capabilities o System will provide the ability to search not only on the names but on all available attributes as well (e.g. Time of generation, creator, last change date, etc.) " Conversion capabilities o System shall provide the capability for migration of older databases to a new version of the program " Connectivity to SAP Human Resources (HR) module o System shall provide the ability to transfer organizational structures from the SAP HR module for the purpose of generating organizational charts " DoDAF Compliance o System will provide the capability for modeling based on Department of Defense Architecture Framework (DoDAF) standards " Creation of objects using Excel o System will be able to create objects utilizing cut/paste of lists from an Excel spreadsheet " Custom (user-defined) symbols o System will provide the ability for user-defined symbols that will have migration capabilities to new versions of the software " Automatic model generation based on existing models or objects o System will have the ability to automatically generate new models by reusing selected database content (models or objects) " Content filtering for reports o System will provide the ability to filter out database content to achieve the desired output when reports are generated " Use of macros to automate certain functions (such as assuring process models are compliant with pre-defined project conventions) o System will provide the ability to automate the execution of event-driven-macros (e.g. when the model is saved, a macro will execute based on this event occurring) " Maintenance and display of Multi-media linked/embedded objects o System shall provide the ability to link or embed multi-media files and, afterward, maintain them Delivery shall be FOB destination to Fort Lee, Chester, Virginia by 01 May 2007. The contractor shall extend to the government the full coverage of commercial sale warranty provided such warranty is available. This will be a Firm-Fixed Price Purchase Ord er. Quotes shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Governments requirement. Failure to address a specification/requiremen t will be construed by the government as inability to meet the need, or the offerors taking exception to it. The Government anticipates awarding one Purchase Order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will offer the best value to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2, Evaluation of Quotations or Of fers. Award will be made based on the following evaluation criteria: Evaluation Criteria Basis for Award. The Government will select the proposed offer that is determined to be the most advantageous to the Government, considering the following evaluation factors: Technical, Delivery, Warranty/Maintenance and Price. The Technical Factor is si gnificantly more important than all the factors. Warranty/Maintenance is more important that Price. The non-price factors when combined are significantly more important than the price factor. However, the importance of the price factor will increase as the evaluation results of all competing proposals become more equal. Factor 1- Technical factor The Governments functional requirements are mandatory minimum requirements. Therefore, the offerors ability to meet the requirements will be evaluated as pass or fail. If the offerors solution fails to meet the Governments functional requirements, it will not be considered for award. Factor 2 - Delivery Factor will be evaluated in terms of the proposed timelines for full functionality of the initial software system set-up and integration. Factor 3 - Warranty/Maintenance will be evaluated in terms of warranty period and the extensiveness of the coverage. Factor 4  Price will be evaluated based on the total proposed price. The Government reserves the right to award a purchase order without discussions.
