- DSCR plans to award an Indefinite Quantity Contract with a one-year period with provisions included to extend the term of the contract up to two (2) one-year periods. The Solicitation Number will be SPM4A6-07-R9013 (IQC07043009013). This NSN 6810-00-270-6225 is for a Chlorination Kit (Unit Quantity = 1 Kit). This Kit shall be IAW DSCR Cut-sheet DSCR-289 where DSCR-289 is the same as SPEC O-C-289G DTD 27 December 1985. The Kit shall contain the following items: 100 tubes Calcium Hypochlorite Powder or 104 tablets; 150 Chlorine Test Tablets, DPD NO. 1; color comparator, Instruction Sheet. Cal Hypo tablets shall WEIGH 0.61 GM each with tablet DIA OF 5/8 IN and MIN 65% available chlorine and packaged in Berry Plastics Pry-Off CO P/N T20604PR (4 OZ) W/A desiccant packet included D.O.T. Class: 5.1 Shipping Name: Calcium Hypochlorite, Hydrated. Exception to paragraph 3.2.2 OF O-C-289G: CID A-A-53955 dated 15 August 1989 shall be used in lieu of cancelled MIL SPEC MIL-C-37873. Exception to paragraph 3.2.4 OF O-C-289G: The instruction sheet shall be titled "Usage of Chlorinating Kits" Exception to Paragraph 3.2.1.1 OF O-C-289G: Latest revision of ASTM E 1229 shall be used in lieu of O-C-114B which has been cancelled. The estimated annual quantity is 1,776 kits. The solicitation will be 100% Small Business Set-Aside and will result in a Firm Fixed Price under provisions of FAR Part 12. Economic Price Adjustment (EPA) does not apply to this NSN. This is a synopsis for a commercial item in accordance with the procedures of FAR 5.201 and FAR 5.203. This item is not a Critical Safety Item (CSI) per SAP interrogation on 22 February 2007. QAP 010 applies. MSDS and OSHA Hazardous Warning Labels are requirements. This item has a 48-month shelf-life requirement. The solicitation does not contain progress payments. The delivery requirement is 40 days after receipt of order. FOB Destination with Inspection Acceptance Destination is required. This NSN is IAW military/federal specifications/standards and/or voluntary industry standards. Refer to Section L, Clause 52.211-9G13 for obtaining such data (MIL-STD-129P(3), Amend NR P dated 29 October 2004 superceding MIL-STD-129P w/change 2 dated 10 February 2004)). The final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in this solicitation. Surge requirements apply to this NSN. A surge plan detailing how the surge quantity requirements will be met must be submitted along with offer. The solicitation will be posted to DIBBS at https://www.dibbs.bsm.dla.mil on or about 04/15/07.
