- The NATO Maintenance and Supply Agency (NAMSA) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the Military Budget Committee. Eligible firms will be invited to provide bids on the construction of Combined Air Terminal Operation (CATO) facilities in Kandahar, Afghanistan. NAMSA is acting as the Host Nation for the implementation of ISAF ENG 081. The bidders list for this ICB will include registered firms identified from the NAMSA Source File as well as additional bidders nominated by NATO member nations in response to this Notification of Intent. NAMSA intends to use the Sealed Bids procedure. The estimated value of this project is not available at this time. The reference for this Invitation for International Bids (IFIB) is IFIB-ISAF-ENG-081. The U.S. Department of Commerce will be using the same reference. OPERATIONAL REQUIREMENTS - The work to be performed includes but is not limited to the following: - Construct Passenger Reception Centre of modular K-span or steel-framed structure with concrete slab of approximately 4000m2 - Associated works for the Passenger Centre include: X-ray equipment, baggage scales, conveyer system, vehicle parking area, power, backup power and HVAC - Inspection and renovation of Building 201 (Kilo Hangar) for use as West Cargo Reception Centre - Associated works for Kilo Hangar include: Structural assessment, repair roof, siding (1 side), lighting, mitigation of asbestos piping, equipment to disinfect cargo, HVAC, renovation of cinder block annexes on each side of hangar, construction of 2 offices and 1 break room in cinder block annex, construction within the hangar of two 80m2 secure rooms, two 30m 2 temperature-controlled rooms, two pallets pits (108? x 88?) with scales, 4 sets of pallet rollers and modular shelving - Pave East Cargo Reception Centre area in MLC 50 pavement (approximately 7560m2) and renovation of buildings 133 and 114 for cargo reception offices - Associated works for East Cargo Reception Centre area include: Security fencing with gates, weight bridge, HV area lighting, air portable docks capable of handling cargo from C-17 and C-130 aircraft - Force Protection measures include but are not limited to: 1200 mm composite anti-fragmentation protection inside exterior walls of Passenger Terminal and North-South walls of Kilo Hangar, Blast walls (Texas barriers) along exterior walls to match anti-fragmentation protection and glass windows a minimum of 11 mm laminate - Fire protection equipment, HVAC, utilities, communications and power systems for Passenger and Cargo Reception Centre, cargo yards and other office facilities - Other miscellaneous and necessary associated works SPECIFIC TERMS AND CONDITIONS Period of Performance: 120 calendar days after contract award. Partial Bidding: Not allowed. Follow-on Services: None envisaged at this stage. Optional Requirements: None envisaged at this stage. Quality Assurance: To be provided at the time of the ICB. Security Level Required: NATO UNCLASSIFIED Language: The IFIB and the subsequent procurement contract will be in English. Offers and any communication to be made by the bidders as well as any technical data or documentation to be furnished by the contractors must also be in English. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue the required DOE for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The Host Nation will not accept requests for nomination received directly from firms. Firms added to the bidders list will be contacted directly by the Host Nation when the IFIB has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: 2 April 2007 2. Period in which the Host Nation intends to distribute the IFIB to those on the Bidders List: 5 - 20 April 2007 3. Anticipated closing date for receipt of bids: TBD (Bidders will be allowed no fewer than 42 days to reply to the IFIB.) 4. Anticipated contract award date: TBD The bids to be received in response to the IFIB will be valid for a period of 120 days.
