Description
Bechtel BWXT Idaho, LLC (BBWI), a management and operating contractor for the U.S. Department of Energy, Idaho Operations Office, is seeking expressions of interest from qualified companies provide macroencapsulation treatment containers. BBWI is responsible to disposition legacy mixed low-level waste (MLLW) at the Advanced Mixed Waste Treatment Project (AMWTP). The MLLW is primarily packaged in the following containers: Box 1: 84" L x 48" W x 48" H Box 2: 88" L x 54" W x 54" H 110-gallon drum: 31" OD x 34.75" H Standard 55-gallon drum: 23 7/16" OD x 34.75" H BBWI is interested in implementing an onsite macroencapsulation treatment capability whereby these AMWTP waste packages would be placed into compliant macroencapsulation treatment containers that meet the technology description and performance standards identified in 40 CFR 268.45. The configuration after loading would minimize void space ideally meeting the required less than 10% void space per 40 CFR 264.315(a). Additionally, in order to minimize cost, it is imperative that the macroencapsulation container(s) be designed to efficiently configure AMWTP waste packages. These containers must be Department of Transportation IP-2 certified. The forecasted MLLW volume that could potentially be dispositioned utilizing this approach is up to 13,679 cubic meters. Approximately 40% of the MLLW will be packaged in box 1s, 40% in box 2s, 10% in 110-gallon drums, and 10% in standard 55-gallon drums. Containers for 1421 cubic meters of waste must be available no later than May 2008. BBWI estimates that delivery of containers will be required on a just-in-time basis through 2014. Interested companies must submit capability information to the point of contact below by no later than 5 pm, Mountain Time, 03/20/2007. Your response is limited to 15 pages. Provide the following information: 1) Performance information for the previous three years that clearly demonstrates familiarity and experience with the anticipated work; 2) Company Quality Program description; 3) three references including summary of work, period of performance, on-time delivery performance and point of contact; and 4) conceptual design and rough order of magnitude cost estimate per container. BBWI will use capability information for identification of qualified companies to receive a request for proposal. Only those companies able to demonstrate an ability to meet the requirements stated herein will receive the solicitation.
