Description
SERVICES REQUIRED The objective of the contract is to obtain strategic planning, management, marketing, communications, and technical assistance for the Division of HIV/AIDS Prevention (DHAP)/ Prevention Partnerships Office (PPO) in developing and implementing strategic actions for the National HIV/AIDS Partnership. More specifically, the strategy will be used as a platform for developing and implementing coordinated strategies to engage partners in raising HIV/AIDS prevention awareness and disseminating HIV prevention messages through NHAP partner and alliance activities in places where people work, play, live, and worship. The objectives of the contract are to: 1) Develop and implement a comprehensive strategy to support NHAP recruitment, engagement, marketing, communications, and technical assistance activities. 2) Recruit and engage diverse leaders that can use their image, voices, and resources to influence HIV prevention norms, behaviors, and attitudes of high-risk and highly impacted groups and populations; 3) Develop and implement marketing strategies to increase public/private sector support and participation in raising HIV prevention awareness and disseminating HIV/AIDS prevention messages; 4) Develop and disseminate HIV/AIDS and NHAP communication tools and messages to increase awareness about the impact of HIV/AIDS; and Provide leaders with technical assistance to support their involvement in HIV/AIDS activities that include delivering messages and disseminating materials within their organizations and affiliated relationships and networks This contract shall provide support services for NHAP in six areas: The period of performance for all tasks shall be Basic Year , with two Option Years for all tasks as follows, exercised at the discretion of the Government: During the stated periods of performance, all outlined tasks shall take place. Tasks are on-going and shall not be accomplished in phases. Performance of the required work shall take place at the Contractor?s site and other NHAP partner locations in cities such as Los Angeles, Detroit, Chicago, Miami, Houston, Washington, D.C., Baltimore, Oakland, Atlanta, and New York. Technical Requirements The Contractor shall provide the following services and be responsible for performing the following tasks: Task 1.0: NHAP Framework Plan Development and Management The Contractor shall use strategic planning expertise to inform the development and management of the NHAP overarching strategic action plan and project specific plans. Subtask 1.1/Project Plan: The contractor shall develop and submit for approval a plan for each of the three year project plan proposal to detail the approach for developing and implementing the NHAP strategic action and managing all tasks within this contract?s statement of work (SOW). The major topics which the plan shall include are: 1) Recruitment and engagement of diverse partners representing various health organizations, business, labor, sports, entertainment, faith-based, civic sectors, and others to be involved in HIV prevention message and information dissemination and supporting alliances and partnerships in order to expand the number of diverse partners that may influence HIV prevention norms, behaviors, and attitudes of high-risk and highly impacted groups and populations; 2) Marketing of HIV/AIDS prevention and NHAP concepts and activities, disseminate information on HIV prevention and NHAP concept and activities, and support the ability of partners to mobilize resources to support NHAP; 3) Public relations activities such as multimedia, PSAs, and brochures; 4) Communication activities using approaches that include innovative methods for a range of HIV/AIDS prevention efforts, especially among racial and ethnic minority communities; and, 5) Provide partner assistance and support to alliances and partners representing various health organizations, business, labor, entertainment, faith-based, civic sectors, and others involved in HIV prevention to develop, implement, and sustain strategic efforts for increasing HIV/AIDS prevention awareness and disseminating HIV prevention. The contract shall include in the plan a comprehensive and suitable approach to evaluate the plan and ensure quality assurance and performance. Subtask 1.2: Implementation Management Activities. The contractor shall participate in appropriate implementation management activities to include, meeting with DHAP Prevention Partnerships Office management and other staff, as appropriate, to clarify methodology and delivery schedule delineate roles and responsibilities and establish a communication protocol; and, participate in appropriate implementation activities. As specified and requested by the Project Officer, the Contractor shall collaborate and coordinate activities with other PPO contractors and with CDC staff in various other centers/institute/offices (CIOs) who provide support services. The implementation management activities shall occur from date of award through contract completion. Subtask 1.3/ Project Management Meetings: At the request of CDC, participate in an estimated twenty-four bi-weekly telephone and an estimated four quarterly face-to-face meetings to be at a predetermined location in Atlanta, Georgia and/or Contractor?s city of business current and potential PPO partners. Subtask 1.4/Conference attendance: At the request and approval of CDC, Contractor shall attend no less than four conferences or Partners? organization and association meeting such as the American Public Health Association (APHA) or the National Council of La Raza convention offered in various cities to identify marketing and communication best practices that can be adapted for NHAP or identify and respond to partners? requests for information and support from NHAP. Conference summaries shall be developed by the contractor, and shall include at a minimum Task 2.0: Partner Recruitment and Engagement The Contractor shall develop and implement strategies to expand NHAP efforts to recruit and engage diverse leaders from multiple sectors for NHAP. Sectors should include, but not be limited to business, labor, faith, sports, media and entertainment, civic, social, and healthcare. Subtask 2.1/Recruitment Strategies: Develop and implement strategies to recruit and engage 12 or more new leaders per sector each year. Sectors shall include the following: ? Faith ? Entertainment ? Media ? Business ? Sports ? Labor ? Civic ? Social ? Healthcare Partners may be recruited and engaged for the creation or mass production of HIV/AIDS prevention awareness and disseminating HIV prevention messages activities, increasing NHAP awareness, and developing the NHAP strategy. The Recruitment Strategies plan will detail a comprehensive approach for the development and implementation of all NHAP recruitment and engagement, marketing, communications, and partner support strategies and activities. Subtask 2.2/Activity development: Develop activities to engage partners in HIV/AIDS activities. Partners may be engaged in a variety ways including using their resources for the creation or mass production and dissemination of HIV/AIDS activities and increasing NHAP awareness materials such as pamphlets, brochures, newsletters, etc. Subtask 2.3/Track Interactions: Use the PPO partner recruitment/engagement tool, a MS Word file that will be provided by the PPO to track interactions with current and prospective partners. The Contractor shall use this tool to document the purpose and outcomes of partner meetings. Subtask 2.4/ Maintain the Electronic Leader Database, an Access database, will be provided by the PPO to collect and sort leader profile information by name, city, industry, interests, past philanthropic activities, etc. This leader data will be used to inform leader recruitment and engagement strategies. Task 3.0: Alliance Development and Coordination The Contractor shall develop and implement strategies for the creation and coordination of NHAP multi-sectorial alliances and population-based alliances. Sector-specific alliances shall include the business and labor alliance, faith alliance, sports, media and entertainment alliance, civic alliance, and healthcare alliance. Population-based (which may be segmented by age groups and other sectors) alliances shall include the African American alliance, Hispanic American alliance, Native American alliance, and Asian-Pacific Islander alliance. Subtask 3.1/Sector-specific NHAP alliances: Develop and coordinate sector-specific NHAP alliances. These virtual alliances shall support relationships and collaborations among NHAP partners to mobilize efforts to address HIV/AIDS within specific sectors (e.g. business and faith). Contractor activities shall include: ? identify and NHAP partners to participate in the alliance ? routinely inform alliance members of sector-specific HIV/AIDS issues ? identify venues and opportunities for NHAP partners to discuss impact of HIV/AIDS on their sector Subtask 3.2 Sector-specific NHAP alliances within faith sector: Coordinate all aspects of roundtable forums with African American church pastors in the South and organizations such as the National Black Leadership Commission on AIDS, the Balm in Gilead, and the National Pastors? Spouses Coalition. Contractor activities shall include: ? identify and invite prospective attendees to attend forums in Atlanta. ? draft, and edit brochures, letters and other correspondence needed for the forums. ? promote the forums among historically black seminaries, local schools of theology and African American church pastors ? provide printing and production services including videography, photography, duplication services, design and print services for all materials related to the forums ? coordinate travel and accommodations and logistics for 8 to10 panelist participating in each forum. Note: No government employees may be included for sponsored travel ? Provide the technical equipment including digital projectors, screens, PA systems and related items needed for each forums. ? Compile and submit presentations and papers disseminated during the forums to peer reviewed journals of theology for publication. Subtask 3.3/Population-based NHAP alliances: Develop and coordinate population-based (to include age and sector) NHAP alliances. These alliances will support relationships and collaborations among NHAP partners with devoted to increasing HIV/AIDS awareness and prevention among African Americans, Latinos, Native Americans, and Asian/Pacific-Islanders living in communities disproportionately impacted by HIV/AIDS. Contractor activities may include: ? identify and NHAP partners to participate in the alliance ? routinely inform alliance members of population and sector-specific HIV/AIDS issues ? identify venues and opportunities for NHAP partners to discuss impact of HIV/AIDS upon African Americans, Latinos, Native Americans, and Asian/Pacific-Islanders Subtask 3.4/ Coordinate all aspects of the roundtable forums with presidents of Historically Black Colleges and Universities and organizations such as Thurgood Marshall Scholarship Fund and the United Negro College Fund Contractor activities shall include: ? identify and invite prospective attendees to attend forums. ? draft, and edit brochures, letters and other correspondence needed for the forums. ? promote the forums among historically black colleges. ? provide printing and production services including videography, photography, duplication services, design and print services for all materials related to the forums. The Contractor shall apply expertise and knowledge of the target audience to attend forums in an approved facility to facilitate discussions with presidents of Historically Black Colleges and Universities about the potential for HIV transmission on their campuses and the need for educational programs, university policies, and HIV testing to encourage healthy behaviors among college-age students. The Contractor shall develop a list of prospective panelist and participants for each forum and roundtable and submit to PPO for approval. The Contractor shall provide reports on population-based partners identified, venues identified, and information provided alliance members in special activity and progress reports as outlined in the requested timeframes (see tasks). Task 4.0: Marketing The Contractor shall develop and implement marketing strategies and materials to increase public/private sector support and involvement in raising HIV/AIDS prevention awareness and disseminating HIV prevention messages Subtask 4.1/Secondary Research & Social Marketing Data: Identify, organize, and analyze secondary research and social marketing data to inform planning and implementation of marketing activities. Documentation should include recording the impact of leaders? involvement in HIV prevention and provide information on the number of leaders that have been recruited; how leaders have supported HIV/AIDS prevention awareness and disseminating HIV prevention messages; what barriers affected increasing and/or maintaining the leaders? involvement; what facilitating factors proved most successful; and what follow-up activities are planned for the next quarter. Subtask 4.2/Marketing template & Multi-media presentations: Develop marketing templates and multi-media presentations for NHAP partners to share examples of what leaders can do to promote HIV/AIDS awareness and prevention in the U.S. Task 5.0: Communications The Contractor shall develop and utilize communication strategies (such as media messages and channels) and tools to assist NHAP partners in increasing HIV/AIDS awareness and dialogue among their employees, organizations, constituents, customers, and peers. Additionally, the Contractor shall develop periodic communication strategies and tools to sustain relationships among NHAP partners. Subtask 5.1/Educational Materials: Develop materials that can be used to educate leaders, their organizations, members, and constituents about HIV/AIDS awareness. Products may include: ? press releases ? posters ? postcards ? program overview documents ? NHAP brochure ? boos, short stories, articles Subtask 5.2/Messages & Talking points for NHAP partners: Develop messages and talking points that can be used by NHAP partners to increase HIV/AIDS prevention awareness and disseminate HIV prevention messages among their organizations, employees, constituents, and other U.S. leaders. Subtask 5.3/Media Promotions: Utilize media, such as television, radio, print, and the web to raise awareness about HIV/AIDS and NHAP. Examples of media usage may include press conferences, press releases, satellite broadcasts, radio tours, public service announcements, op-eds, and newspaper ads. Subtask 5.4/ Articles and Newspaper Ads: Develop a series of articles and newspaper ads that communicate the impact of HIV/AIDS on African Americans, the benefits of early diagnosis and treatment, and CDC?s collaboration with African American leaders for a heightened national response to HIV/AIDS; Subtask 5.5/ Public Service Announcements (PSAs): Negotiate with syndicated radio personalities to run PSAs and to highlight HIV/AIDS Subtask 5.6/ NHAP Newsletters: Develop and disseminate NHAP newsletters in electronic format that contain at a minimum stories and updates on strategies and tools that for leader engagement and involvement and disseminating prevention messages and implementing elements of NHAP. Task 6.0: Partner Support and Technical Assistance The Contractor shall develop and provide assistance and support to partners in order to build the capacity of NHAP partners to participate in raising HIV prevention awareness and disseminating HIV/AIDS prevention messages. Subtask 6.1/ Partner Support and Assistance needs: The contractor shall develop and implement a mechanism to identify and respond to NHAP partners? requests for support. The Contract shall provide support activities as requested and approved to NHAP members, individuals, to increase the skill of partners to develop and implement HIV/AIDS awareness and prevention activities across sectors and within their organizations and communities Subtask 6.2/Tools and Training: Develop tools, templates, and trainings to build the capacity of leaders and organizations to increase HIV/AIDS awareness and prevention through the development, and distribution of communications material; partnership material, translation of CDC Guidelines or relevant CDC research and dissemination of NHAP messages in a variety of mediums to be identified by the Contractor and or PPO and approved by the PPO. Mediums may include but are not limited to internet web pages, CD-ROMs, and other electronic approaches. Subtask 6.3/: NHAP Toll-free line: Transition and maintain the toll-free line, in accordance to CDC contractor identification guidelines, to provide assistance in, and used to increase the ability of, partners to develop and implement HIV/AIDS prevention awareness and disseminating HIV prevention message activities across sectors and within their organizations and communities. Task 7.0: Red Ribbon Leadership Awards The Contractor shall coordinate the development and implementation of the annual Red Ribbon Leadership Awards event. This event is held on World AIDS Day (December 1st) of each year to recognize leaders and partners who successfully increase the dialogue about HIV/AIDS, salute individuals and organizations that have demonstrated exemplary leadership, and promote those who have used their collective voices and influences to raise awareness of HIV/AIDS, encourage everyone to get tested for HIV, and take other actions to prevent the spread of HIV in the United States. Task 7.1: The Red Ribbon Leadership Awards: sponsored by NHAP is an event given on World AIDS DAY (December 1st), in which leaders from business, community-based, and faith-based organizations; health care, the media, and the entertainment industry are recognized for efforts and contributions towards HIV/AIDS prevention. Coordinate all aspects of the annual Red Ribbon Leadership Awards Tasks shall include: ? Estimating the number of attendees ? Development of event budget ? Identification and coordination of event vendors (e.g. caterers) ? Identification and selection of venue ? Development and implementation of award nomination and presentation processes ? Coordination of travel and accommodations for VIP guests and award winners. Note: No government employees may be included for sponsored travel ? Coordination of award sponsorship ? Development and maintenance of event website ? Development and implementation of marketing, communications, and public relations for the event ? Recruitment of VIPs for honorary committee listing ? Creation of event invitations, booklets, and press releases. Project Management and Coordination A. Project Collaboration As specified and requested by the Technical Monitor, the Contractor shall collaborate and coordinate activities with other PPO contractors and with CDC staff in various other centers/institute/offices (CIO?s) who provide support services. Collaboration and coordination shall include, but not be limited to: ? determining the optimal mix of services to be provided by each organization; ? developing joint milestones, timelines, and budgets; ? assuring quality control; ? serving as backup or overflow for services; ? jointly analyzing and resolving problems; and ? collaborating on documentation, reports, and publications. CAPABILITY STATEMENT REQUIREMENTS An interested party must be able to demonstrate, in any capability statements submitted, extensive experience with and ability to perform the kind of work described in this notice. Such documentation may include, but not be limited to contracts, both governmental and commercial, the offeror has performed, references, i.e., names, titles, telephone numbers, and any other information that documents the offeror?s capabilities, e.g. awards, commendations, etc. Responses to this SOURCES SOUGHT NOTICE must contain the following information: 1) a 3-5 page summary of the contractor?s ?relevant? prior work; 2) description of any potential conflicts of interest the proposer may have in performing the work; 3) resumes of key individuals (documenting expertise and field experience in the technical areas of interest); 4) a brief description of the contractor?s quality control processes for deliverables; 5) references (name and contact information) for whom the contractor has performed similar work; 6) a one-page corporate summary including your web sire; 7) a listing of any current negotiated GSA schedule, government contract, or commercial pricing rates, and 8) a statement identifying if the offeror is a small business, 8(a) firm, small disadvantaged business, women-owned business, or HUB Zone firm. Any entity responding to this SOURCES SOUGHT should ensure that its response is complete and sufficiently detailed to allow the government to determine the entity?s qualifications to perform. Only entities having relevant experience performing this type of requirement will be considered qualified for consideration.
