- Synopsis NGA intends to issue a Non-Personal Service award for the OIG Team Building Offsite. Proposed price offered to the Government must be within GSA Domestic Pre Diem rates for the offerors geographical location. Offerors consider shall be within 200 mile radius of Bethesda, MD.NAICS code 611430. Projected scope consists of Team Building Training, Meetings and Award Ceremonies as the integration of today?s leadership issues, and those particular to NGA, with the leadership practices and principles. This notice of intent is a request for competitive proposals. No formal solicitation package is available. The period of performance is scheduled for September 17th through 19th, 2007. Award is anticipated 10 days after publication of this notice. Responses received within this time frame will be considered by the Government. A determination by the Government of the award of proposed contract is based upon responses to this notice and is solely within the discretion of the Government. The Government will not be responsible for any costs incurred in responding to this notice. The Government will award a Firm Fixed Price order to the responsible offerors whose quote is determined to be technically acceptable at the lowest price and conform to all other requirements of the RFQ. Offerors must be registered with Central Contractor Registration and determined to be responsible in accordance with FAR9.104-1. Technical acceptability shall be based on the item?s capability to meet all of characteristics described above and on proposed warranty provisions. APPLICABLE PROVISIONS AND CLAUSES: Quotes received without the completed copy of the provision at FAR 52.212-3 will be considered non-compliant. Beginning January 1, 2005, the FAR requires the use of the Online Representations and Certifications Application (ORCA) in Federal Solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR representations and certifications previously found in solicitations. FAR and DFAR provisions and clauses may be accessed at http://www.farsite.hill.af.mil/vffara.htm The following FAR provisions and clauses apply to this acquisition and are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items (Jan 2005), 52.212-3 Offerors Representations and Certifications-Commercial Items, with their offer or to include in their proposal that the offer or?s representations and certifications are available through the Online Representations and Certification Application. (OCR) in Federal Solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and certifications previously found in solicitations. Quotes received without the completed copy of the provision at FAR 52.212-3 or statement of availability on ORCA will be considered non-compliant. Contractors awarded a contract as a result of offers submitted for Solicitation HM157607T0028 may reference completed certifications, state the completed certifications are current, accurate and complete and agree to notify the Contracting Officer of any changes in lieu of completing the provision at 52,212-3 this solicitation incorporates by reference and available in full text upon request.
