Description

This is a notice that the White Sands Missile Range Contracting Office intends to award a sole source contract to L3 Communications, 2700 Merced Street, San Leandro, CA, 94577-7560. The requirement is for an electro-magnetic pulse (EMP) generator. Th is contract is a follow on to Contract W9124Q-06-P-0293 under which L3 Communications performed an initial design study to ascertain the best design to meet the Governments testing requirements. Based on their study it was determined that the Advanced Fast EMP Simulator (AFEMPS) was the best choice. L3 Communications is the only known company that can design and fabricate the EMP with the required peak amplitude. Other than full and open competition will be used under the authority of FAR 6.302-1, Only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirement. This notice is not a request for quotations. No solicitation or RFQ will be forth coming. Interested parties must respond by 4:00 MDT, 23 March 2007. See Note 22. Point of contact is Mari B. Beckler.
