- Description
- The Government intends to negotiate on a sole source basis and award to Aero Simulation, Inc (ASI), located at 4450, E. Adamo Drive, Suite 501, Tampa, FL 33605-5941, a contract for the CH-46E Weapon System Trainer (WST) incorporation of the Control Display Navigation Unit (CDNU) Operational Flight Program (OFP) 9.2. This modification includes upgrading the CDNU Operational Trainer Program (OTP) from version 8.0 to version 9.2 and implements the Aircraft Integration Maintenance System (AIMS) Capability. In addition, this modification will include the installation of Engineering Change Proposal (ECP) H-46-145 Engine Electrical Overspeed. The anticipated date for award is 18 May 2007. Delivery shall be 270 days after receipt of order. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1( only one responsible source and no other supplies or services will satisfy agency requirements). ASI is and has been the sole developer and integrator of the CH-46E APT Device 2F172, and has the only proven process for installing the Trainer I/O Systems for the CH-46E Trainers. Given the limited documentation on the I/O software modification, and the level of system knowledge required to upgrade the prior version of the CDNU OPT ( Ver. 8.0) to the new release (Ver. 9.2), ASI is considered the sole source possessing the expertise, internal technical data, equiment and experienced personnel necessary to successfully fulfill the government's requirements within current budget and time constraint. A solicitation will be issued on or about 10 April 2007. This procurement will result in a FFP contract. See numbered note 22 (substitute fifteen for forty five days).
