Description This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to privatize the applicable electric, water, and wastewater distribution systems at Defense Supply Center Columbus (DDSC). DSCC, a 530-acre Installation located on the east side of Columbus, Ohio, continues to serve the nation as one of the most important installations in the Department of Defense. DSCC is a procurement and supply activity supporting the military services, other DoD components, and federal civil agencies around the world. It contains 54 buildings. Known to 24,000 military and civilian customers as the largest supplier of weapons systems spare parts and end items, DSCC is one of the Defense Logistics Agency?s (DLA) largest Inventory Control Points. DSCC-Columbus Electrical: DSCC currently purchases electric power at 138 kV from American Electric Power Company (AEP). The Main Substation is supplied from AEP?s 138 kV transmission line. It consists of two 138 kV transmission line terminations, two 20 MVA 138-13.2 kV LTC (load tap changing) power transformers, and seventeen 15 kV metal-clad circuit breakers. It is a conventional, outdoor, air-insulated substation configured in a double-ended main bus arrangement. The substation provides voltage regulation, control, and over-current protection for eight 13.2 kV distribution feeders, and includes four spare circuit breakers for future feeders. The majority of the distribution circuits are configured with loop tie switches to neighboring circuits. The distribution system is composed primarily of overhead, pole-line construction (which is conventional, wood pole, open wire construction) with pole-mounted transformer banks. However, there is also underground primary construction (utilizing duct type construction practices and pad-mounted transformers). The underground primary facilities are generally arranged in a looped configuration. It is believed that all PCB-contaminated transformers have been retired and removed from the Center. The electric utility system includes one 138 kV distribution substation, approximately 69,000 linear feet of 13.2 kV overhead primary distribution line and approximately 35,000 linear feet of 13.2 kV underground primary distribution line. Installation dates for the distribution lines range from 1971 to 1996 while the substation was installed in 1997. DSCC-Columbus Water: Potable water used at DSCC is supplied by the City of Columbus. DSCC uses well water for irrigation of the golf course; this system is not being transferred as part of this privatization effort. The Center connects to the City?s water system at three locations. The average water pressure at the Center is about 70 pounds per square inch (psi). The Center?s water distribution system consists of about 78,000 feet of water piping including mains and service connections the majority of which is cast iron. Pipe size ranges from 6 to 12 inches with the most predominant pipe size being 8 inch. Installation dates range from 1947 to 1974. DSCC-Columbus Wastewater: Domestic wastewater generated on DSCC is transferred to the City of Columbus treatment facilities for treatment. The Center connects to the City?s 24-inch line at 4 points. The Center?s wastewater collection system consists of approximately 38,000 linear feet of piping, ranging in size from 4 to 18 inches, two lift stations, and about 151 manholes. For the most part, the wastewater lines are vitrified clay pipe. The two lift stations are both duplex submersible pump types and were constructed in 1996 and 1998 respectively. Pipe size ranges from 4 to 18 inches with the most predominant size of pipe being 8 inches. Installation dates of the pipe range from 1932 to 1977. The Contractor(s) shall furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s) in a safe and reliable condition. The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. Real property interests will be conveyed in the form of a Right of Way as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. HOWEVER, BE ADVISED THAT SOLICITATION ISSUANCE IS ANTICIPATED ON OR ABOUT 05/30/2007. Please specify which systems you are interested in. Responses shall be submitted by email in Microsoft Word or Adobe Acrobat format to Michael Simon at Michael.simon@dla.mil. The sources sought announcement shall not be construed as a commitment by the Government to issue a solicitation, to ultimately award a contract, or otherwise pay for the information solicited. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and the announcement will be published on the Federal Business Opportunities (FBO) and DESC intranet.
