- REQUEST FOR INFORMATION: Employee Assistance Program Please read this Request for Information (RFI) notice carefully. INTRODUCTION The U.S. Department of Commerce (DOC) is developing requirements for an Employee Assistance Program (EAP) contract to provide services to employees of the Herbert C. Hoover Building (HCHB), Bureau of Economic Analysis in Washington, D.C., and the National Technical Information Service in Springfield, Virginia. The contract will serve as a mechanism to provide counseling and other assistance to DOC employees located at the specified sites. The range of counseling to be covered includes alcohol, drug abuse, financial, legal, emotional, behavioral, and other situations which may have an adverse impact on an employee job performance or conduct. BACKGROUND Currently DOC provides services to approximately 3,300 employees at the locations listed above. During Fiscal Year 2006 the EAP serviced 73 new clients, held 436 client counseling sessions, had 641 client contacts, consulted with 318 supervisors, conducted 25 EAP trainings and collaborated on 228 occasions with other DOC professionals. PURPOSE The purpose of this request is to gather information to assist the U.S. Department of Commerce in formulating its requirements and identify businesses, which have the ability to fulfill all of the U.S. Department of Commerce EAP requirements. DESCRIPTION OF INFORMATION REQUESTED All vendors are invited to submit a capability statement related to the Federal EAP. The capabilities must leverage and partner with the DOC Human Resources, health care professionals, management officials, and employees. This includes, but is not limited to: 1. Acceptance of management, health unit, or self referrals 2. Evaluation of the situation(s) presented 3. Short-term individual counseling 4. Referral to appropriate community treatment resources 5. Monitoring of the employees progress 6. Management consultations, as requested 7. Critical incident stress debriefing 8. Supervisory training and employee educational services such as brown bag lectures, training session, and dissemination of information 9. Preparation of articles and memorandums, as required or assigned by OHRM, or as initiated by the Contractor to promote the EAP or to publicize events or issues of interest to DOC employees 10. Statistical and other reports to the Contracting Officer Representative, OHRM management or management of other participating operating units or human resources offices DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation.
