Description
THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS Code for this acquisition is 541618 Other Management Consulting Services, with a Size Standard of $6.5M. The potential contract value is $120,000.00. For over 40 years, the U.S. Census Bureau and the City of New York, through the New York City Department of Housing Preservation and Development (NYC-HPD) program, has entered into a series of interagency agreements to conduct the New York City Housing and Vacancy Survey (NYCHVS). The latest agreement, dated as of March 1, 2007, is for the 2008 NYCHVS and requires the Census Bureau to acquire services of a contractor approved by NYC-HPD, with in-depth knowledge and experience with the NYCHVS The contractor shall employ this knowledge and experience in undertaking the following tasks: Task 1 As part of the 2008 NYCHVS planning group attend and participate in the bi-monthly planning meetings for all participating divisions and the weekly planning meetings of HHES staff. Prepare in writing planning documents as requested by the NYCHVS project manager. Review and comment in writing on documents prepared by others. Task 2 Monitor survey progress through the review of weekly and monthly reports of work completed and costs incurred to help ensure that timing and costs meet survey plans. Review and recommend in writing improvements in data collection and processing procedures, including all field manuals and 400+ edit, 165 recode, and 50+ imputation specifications. Task 3 Review data output from the approximately 250 tables and 3 microdata files for reasonableness and conformity with 400+ edit, 165 recode, and 50+ imputation specifications. Review all chapters and related data prepared by NYC-HPD for the 2005 and 2008 analytical reports as requested by the survey sponsor. Task 4 Update in writing the survey history documenting technical, methodological, and procedural changes prepared to include the 2005 and 2008 surveys. Format for the updates will be the same as the format for the current history. Task 5 Investigate and document in writing innovative ways to disseminate data through DataFerret and other means. Task 6 Act as general advisor to the Chief, Financial and Market Characteristics Branch (project manager) and staff of that branch on all aspects of the 2008 NYCHVS. The place of performance shall be U.S. Census Bureau, Housing and Household Economic Statistics Division, 4600 Silver Hill Road, Washington, DC 20233. The period of performance shall be one year from the date of award plus 1 option year. The government anticipates awarding a time and materials contract using Part 15 Negotiated Competitive Procurement procedures. Interested parties may submit responses that demonstrate its ability to provide services in accordance with this announcement, which will be considered within 15 days of the posting of this notice. As a result of analyzing responses to this synopsis of intent to sole source, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
