- 1. Date for receipt of Offers The date set for receipt of offers is extended to 10:00AM PDT, 26 March 2007. 2. Ordering Process Item 3 is deleted and replaced with the following: 3. Payment Request. The contractor shall submit a consolidated Payment Request once per month in arrears. The Payment Request shall be annotated with each invoice. The Payment Request shall be accompanied by the Oral Order Log which is maintained by the contractor. 3. PERFORMANCE WORK STATEMENT The Performance Work Statement is deleted in its entirety and replaced with the revised Performance Work Statement. 4. Alternate Proposals Authorized Reference 52.212-1 Instructions to Offerors?Commercial Items. (e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately. The contractor is required to submit all information required so that a technical evaluation may confirm that the alternate proposal meets or exceeds all requirements specified in the Performance Work Statement (PWS). Particular emphasis shall be placed on part 8.1 of the PWS. If a contractor submits an alternate proposal, the burden of proof that the alternate proposal meets the requirements of the PWS is on the contractor. Furthermore, the contractor must include their price for transition costs from the specified program to their proposed program. For instance for the AAA Driver Improvement Program, the cost may include the material to teach the course, audio-visual equipment, instructor certification including Train the Trainer and travel to accomplish for all Navy units teaching the present course. The cost for alternate proposals shall be included in attachment 1. 5. Questions regarding the solicitation A list of questions and answers regarding the solicitation is provided as Attachment 2 This information is for guidance, and will not be incorporated into any resulting contract. PERFORMANCE WORK STATEMENT (PWS) Revised 3-16-07 Traffic Safety/Recreational & Off-Duty Safety Program Implementation Support for Commander Navy Installations Command Regions 1.0 Introduction The Office of the Commander Navy Installations Command (CNIC); Operations Directorate; Safety Division provides safety support for all Navy installations and for all personnel assigned to tenant commands of these installations receiving Base Operations Support (BOS) Safety services from CNIC regions. Safety, while off-duty, includes related traffic and recreation safety within this area of responsibility. This PWS will enable CNIC to carry out these responsibilities by directing, managing, coordinating, and assessing the implementation of the Navy's Traffic Safety and Recreational Off-Duty Safety (RODS) programs. The Navy?s Traffic Safety/RODS Program, which will be centrally coordinated, but managed and implemented at the region level, is required to reduce Traffic/RODS-related safety mishaps. Although the Traffic/RODS program is applicable across all regions under cognizance of CNIC, this PWS applies to six (6) Continental United States (CONUS) regions including Hawaii. 2.0 Scope Support will enable CNIC to coordinate, resource, and provide overall guidance and the appropriate level of consistency for Traffic Safety and Recreational Off-Duty Safety (RODS) programs across six (6) CONUS regions including Hawaii with the goal of significantly reducing deaths, injuries, and time away from work caused by traffic and recreational off-duty incidents. Using contract personnel will enable CNIC to better integrate all installation and regional Traffic Safety and RODS Programs and is essential to CNIC meeting the Secretary of Defense challenge to reduce mishaps by 75% by FY08. 3.0 Reserved 4.0 Place of Performance The principal place of performance will be at the Regional Headquarter (s) and / or at the installations within each of six (6) Navy regions identified in Table 1. Table 1 contains the estimated number and location of on-site Traffic Safety and RODS specialists/instructors in support of the Regional Traffic Safety and RODS Program Managers. The number of qualified instructors needed for minimum and maximum surge requirements per region, is based on the Regional Safety Manager?s input and potential workload associated with implementation of the Traffic Safety and RODS Programs as necessary for effective implementation of programs in each region. Table 1 ? Preliminary Breakdown of Estimated Instructors for Each Naval Region Naval Region Number of Instructors Naval Region Number of Instructors Naval District Wash. 5 Great Lakes 2 Mid-Atlantic 14 Southwest 12 Southeast 12 Hawaii 3 5.0 Hours of Operation The Contractor shall adhere to the same work schedules as the government personnel supported (generally 40 hours per week), which shall be assigned by the Region Traffic Safety Program Manager. The normal hours of operation for contract performance will generally be 7:00 AM to 4:00 PM local time within each of the six (6) Navy regions supported. Contractor may be required to provide some training on weekends 6.0 Security Clearance The requirements within this PWS require ?Confidential? clearance because contract instructors may go aboard Navy ship. 7.0 Government Furnished Property Government Furnished Property is required to support this PWS and is described as follows: a) the Region Safety Office will supply the Contractor with office space, training rooms and furniture equipped to the same quality as DoD employees, b) CNIC will supply two NMCI seats per Navy region supported. Further, CNIC will supply written authorization for Contractor personnel to use government-provided lodging during travel, c) the regions identified in Table 2 of this PWS will provide secure storage for the training aids used by the Contractor for Motorcycle Safety Foundation courses. d) Installations will supply and maintain Emergency Vehicle Operators Course (EVOC) and motorcycle ranges. 8.0 Technical Requirements / Tasks The Contractor shall provide qualified and certified instructors / personnel to deliver professional training and training-related support per the Navy?s Safety Program Requirements described in OPNAVINST 5100.12 series, and OPNAVINST 5100.25 series, within the Navy Regions specified in Table 1. In addition, the Contractor shall provide support for the management and coordination of the region-wide program to include, but not limited to management, education, training, instructions and communications. For Regional On-site Program Support, the Contractor shall provide on-site Traffic Safety and RODS specialists/instructors to assist regional Safety Managers and Traffic Safety/RODS Coordinators in program implementation. Specialists/instructors shall be certified and knowledgeable in Driver Improvement, EVOC, motorcycle, All-Terrain Vehicle (ATV), off-road vehicle, and other motorized vehicle safety and shall be experienced instructors/teachers. Specific functions may var y across region, but in general the contractor shall provide all support necessary for implementation of a Navy-wide Traffic Safety/RODS Program per the requirements of OPNAVINST 5100.12 (series) and OPNAVINST 5100.25 (series) that includes, but is not limited to the following: Support for the management and coordination of regional programs; education and training (planning and execution of installation traffic safety and RODS training programs to include American Automobile Association Driver Improvement Program (AAA/DIP), EVOC, ATV, road/off-road motorcycle training, recreational and off-duty); development of regional and installation Traffic Safety/RODS Program instructions and Standard Operating Procedures; communications support (posters, brochures, A/V support, etc.); inspection of Moral, Welfare and Recreation (MWR) facilities and other activities involved with the implementation and integration of the Traffic Safety/RODS Program at the discretion of the Regional/ Installations Traffic Safety/RODS Coordinators. 8.1 Traffic Safety Courses. Contractor must provide professional training at each Navy installation within the regions supported, which involves Traffic Safety courses consisting of the following: a) five-day (5) EVOC Basic course; b) three-day (3) EVOC refresher course; c) two-day (2) motorcycle Basic Rider Course (BRC); d) one-day (1) approved Driver Improvement course; e) one-day (1) advanced motorcycle Experience Rider course (ERC); f) one-day (1) skill enhanced motorcycle course: g) training in safe operation for other vehicles to include ATV, dirt bike, snowmobile, and utility vehicles as needed; h) RODS Hazard Awareness and i) Train the Trainer workshops for Motorcycle Safety Foundation (MSF), National Safety Council and AAA classes to Navy volunteer instructors. Accordingly, the Contractor shall provide training for an estimated 3,200 courses. The Regional Safety Directors/Traffic Safety Coordinators shall determine the training schedules. Course and instructor ev aluation sheets shall be completed upon course completion. No more than two (2) complaints per region shall be allowed and no more than thirty percent (30%) of the evaluation responses shall fall below grade of three (3) on a one-to-five (1 ? 5) point evaluation scale. All evaluation sheets shall be sent to the Region Traffic Safety Program Coordinator within five (5) days upon course completion. 8.1.1 Training Resources and Materials. Provide resources and guidance to the regions supported to assist them with implementing consistent and effective region-wide Traffic Safety/RODS training programs. These services shall include: a) Contractor-provided courses and course materials where required and where teaching by the regional staff is not feasible; b) development of Navy-specific curricula and teaching materials for use by the regions and installations supported; c) assistance in the development of assessment mechanisms and methodologies; d) development and provision of guidance to the regions supported relative to training record-keeping and student evaluation; e) identification and delivery of training resources as identified by the Traffic Safety/RODS Program Manager to include orientation, seasonal presentations, support to Fleet and tenants requests, etc.; and f) monitoring of training effectiveness utilizing trend analysis and training evaluation sheets. 8.1.2 Training Afloat. Upon request, classes afloat may require contractor to travel to port of call and conduct training underway. Contractor shall provide a firm fixed price proposal upon request. 8.2 Motorcycle Training Aids. Contractor shall provide motorcycle-training aids (motorcycles) on a monthly basis as described in Table 2. The Contractor shall provide all fuel, fluids, maintenance, repair, and replacement to ensure fully operational, state-certified and street legal training aids are available for the Motorcycle Safety Foundation BRC course. Units shall meet the following criteria. 1). Engine displacement of 350-500cc. 2) Curb weight of 400 lbs or less. 3) Seat height of 30 inches or less. Units shall not be over five years of age. Table 2 ? The Contractor shall support each of the contract regions with a Motorcycle Seminar (Rodeo) event. Specifically, the Contractor shall provide four (4) qualified instructors for two (2), eight-hour (8) days to provide motorcycle demonstration, MSF course briefs, instruction dates, licensing requirements, riding tips and education regarding motorcycle hazards. 8.4 Behavioral Modification Motivational Educational Seminar. The Contractor shall provide to all CNIC Region Traffic Safety Program Managers two (2) Motivational Seminars for each installation. 8.5 Communication Aids. The Contractor shall provide to all CNIC Region Traffic Safety Program Managers posters, to include one poster per installation tenant, every other month, for a total of six (6) deliverables per year, on a Traffic Safety and / or RODS theme. In accordance with local law enforcement agencies and Partnership members, the Contractor shall prepare and provide pamphlets per installation, sixty-four (64) installations total. Traffic Safety pamphlets shall outline the local traffic hazards, local safety policy statement and excerpts from OPNAVINST 5100.12 (series) regarding seatbelt, cell phone, speed and training associated with each specific installation. Further, the Contractor shall provide Traffic Safety and RODS articles to be included into the CNIC HQ News Letters (twelve (12) per year). In addition, each CNIC Region shall receive a total of six (6) articles per year. 8.6 MSF Motorcycle/ EVOC Ranges. Contractor shall re-stripe up to 20 ranges per year at the request of the Region Traffic Safety and RODS Program Manager with the advice and consent of the CNIC HQ Traffic Safety and RODS Program Manager. 8.7 Travel. Contractor travel within the assigned region does not have to be pre-approved by CNIC HQ Program Management. However, Contractor travel outside the assigned region(s) must be approved by the CNIC HQ Program Management before payment for such travel will be authorized. Contractor personnel on Temporary Duty to teach classes will stay at government quarters unless government quarters are not available. If government quarters are not available, Contractor personnel shall obtain a ?non-availability? statement from the government quarters? manager and is then authorized to find commercial lodging not to exceed the government per-diem rates. Contractor travel within two-hundred fifty (250) miles shall be by Private Motor Vehicle (PMV) and be reimbursed at the government mileage rate. For all Contractor travel greater than two-hundred fifty (250) miles, commercial air with coach class tickets must be utilized unless CNIC HQ Program Management approves a higher-class ticket. All rental cars associated with Contractor travel shall be purchased at the compact rate. 8.8 Other Direct Cost: Contractor shall provide general materials and TS/RODS support not included in SOW 8.1 thru 8.7. Such support shall include but is not limited to Office/Instructor Infrastructure Material-projectors, visual aids, copiers, faxes, phones, paper products; Shipping, teleconference, offsite long distance and mass mailing costs; general administration and miscellaneous. 8.9 Reports: Reports shall be in Microsoft ?Excel? format 8.9.1 Weekly: Contractor shall provide the COR a weekly status report that will be included into the Operations Directorate report to the CNIC Chain of Command. Format will be approved by the Technical POC for CNIC HQ. The format shall include an overview of contractor activities, lessons learned, classes and numbers of students trained for that week and an accumulation of classes and students trained from April 2005 to date. 8.9.2 Monthly: Contractor shall provide to the COR monthly status reports on the CNIC HQ, region and installation Traffic Safety and RODS program. Contractor shall submit a monthly expense report to include labor with labor category and mix, and a line item description of services provided and/or materials paid for. Format will be approved by the technical POC for CNIC HQ program, Regional Traffic Safety and RODS Program Manager, and the Installation Traffic Safety and RODS Coordinator. The monthly report shall provide training conducted; inspections; hours expended in support of program elements; ?lessons learned?, problems in execution of tasks; comments and recommendations. Further, monthly reports shall be delivered to the COR within ten (10) calendar days after the reporting month. 9.0 Deliverables. The contractor shall provide the following deliverables in support of this SOW: 9.1 Traffic Safety Courses: Course Instruction: The Contractor shall provide professional instruction for the courses as described in PWS Section 8.1. Travel cost shall be included in unit price. Courses Afloat: The Contractor shall provide all training material, shipping, instructor travel, clearances and support to ensure course is taught. Course Materials: The contract shall provide prepared and commercial-off-the-shelf materials required to teach Traffic Safety and RODS courses. Course Preparation: The Contractor shall provide all audio-visual aids, course material, and training aids prior to the course being taught. Training Documentation: The contractor shall provide to the Region Traffic Safety Program Manager the written test results for the approved driver improvement and MSF Rider Coach courses for a Page 13 entry. In addition, the contractor shall input training completion and test results into Enterprise Safety Administrative Management System (ESAMS) if available. Reports: Weekly report due. 9.2 Motorcycle Training Aids. The Contractor shall provide motorcycle-training aids as described in SOW section 8.2. 9.3 Motorcycle Seminar. The Contractor shall support each of the regions with an annual Motorcycle Seminar (Rodeo) event. The Contractor shall set up a booth for the motorcycle seminar as described in SOW Section 8.3 and will communicate motorcycle safety material to attendees. 9.4 Behavioral Modification Motivational Educational Seminar. The Contractor shall provide to all CNIC Regional Traffic Safety Program Managers two (2) Motivational Seminars at each installation. Seminars shall be programs such as Stay Alive from Education (S. A. F. E.), Alive at 25, Save A Life Tour, or other behavioral modification instruction event that will be used for command training. Regional Traffic Safety Program Manager will select seminar, dates, and locations to contractor. 9.5 Communication Aids. The Contractor shall provide to all CNIC Regional Traffic Safety Program Managers 384 posters as described in PWS Section 8.5, which includes one poster per tenant, every other month, for a total of six (6) deliverables per year, on a Traffic Safety or RODS theme. After conferring with local law enforcement agencies, contractor shall prepare and provide 1,000 pamphlets (as described in SOW Section 8.5) per installation, in which there are sixty four (64) installations total. Traffic Safety pamphlets shall outline the local traffic hazards, local safety policy statement and excerpts from OPNAVINST 5100.12 (series) regarding seatbelt, cell phone, speed and training associated with each specific installation. Further, the Contractor shall provide Traffic Safety articles to be included into the CNIC HQ News Letters (twelve (12) per year) and each CNIC Region shall receive a total of six (6) articles per year. 9.6 MSF Motorcycle/ EVOC Ranges. Contractor shall re-strip ranges as per MSF diagram and/or EVOC requirements as necessary to conduct training. 9.7 Travel. All Contractor travel associated with completing PWS requirements shall be in accordance with SOW Section 8.7. The Government will not reimburse contractor travel that is not in accordance with SOW Section 8.7 unless the Contractor receives written approval from CNIC HQ Program Management prior to stated travel. Travel in support of classes shall be included in the price of class. 9.8 Other Direct Costs. Per SOW Section 8.8, Contractor shall provide general materials and TS/RODS support not included in SOW 8.1 thru 8.7. 9.9 Reports 9.9.1 Weekly Status Reports. Per PWS Section 8.9, reports shall include work accomplishments, lessons learned, classes and numbers of students trained for that week, and an accumulation of classes and students trained from April 2005. 9.9.2 Monthly Status Reports. Per PWS Section 8.9, reports shall include work accomplishments, student critiques/evaluations, future plans and recommendations, delivery order funding/man-hour status, and delivery order deliverable status. The final Monthly Status Report shall contain a summary of all actions accomplished under this contract. 10. 0 Non-Personal Services Statement Contractor employees performing services under this contract will be controlled, directed, and supervised at all times by Contractor management personnel. Contractor management shall ensure all employees comply with the performance work standards outlined in this PWS. Contractor employees shall perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the PWS shall not be interpreted or implemented in any manner that results in any Contractor employee creating or modifying federal policy, obligating the appropriated funds of the United States Government, overseeing the work of federal employees, providing direct personal services to any federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facilities and will perform the inspection and a cceptance of the completed work.
