Description
NASA/ARC has a requirement for Two (2) High data rate 802.16 compliant radios. These radios should be greater than 20 Mbps with 120 milliwatt output power at a carrier frequency in the 5.9-6 GHz range (WiMax). They need to be capable of space (low orbit) to ground data communication and compliant with the 802.16 standard. This procurement should result in a demo of a straight link and antenna design suitable for this purpose. NASA/ARC intends to purchase the items from Apprion Incorporated on the basis that the Apprion unit is capable of sending data at a 20-50 megabit rate needed for the Cheapsat development project. This transfer of data is WEP 128 compliant. This means that NASA will receive safe, fast and secure transfer of mission critical data. The radio is authorized to operate worldwide without interrupting other band carrying radio frequencies. This capability currently exists only with Apprion due to patents and proprietary offerings. In order to develop and test this system NASA requires: ? Ground radio unit (1 ea) ? Antenna for ground system (1 ea) ? Interface hardware: cabling, lighting protection, etc. ? Technical documentation ? Technical support required for integration of system into ground system For the second radio the requirements are: ? Spaceflight prototype ratio unit (1ea) ? Antenna for spaceflight prototype system (1 ea) ? Interface cabling ? Technical documentation ? Technical support required for integration of system into spaceflight system The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 30, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
