Responses to Questions 1. Is there an incumbent or someone who has worked on this project previously - is this follow on work being performed by an incumbent? No incumbent or someone else has worked on this project previously. 2. Why is the NAICS code 541511 when there are no requirements to understand programming or code at the syntax level? No code review or a task that requires a review at the syntax level is required. This code is for a developer/technical person. Although there are technical aspects, a code for someone well versed in project/program evaluation would be more appropriate. 3. If performance is on-site, what are the implications of “provision of equipment”? Contractor is required to have his/her equipment. 4. Task 2: If the CDC Project Officer determines interviews, what controls their number and schedule to allow for completion within the time frames? Is CDC willing to limit these prior to or at time of award? The Division of Integrated Surveillance Systems and Services (DISSS) will schedule the appropriate interviews and time to complete scheduled interviews. There will be no need to limit scope prior to or at time of award. 5. Task 3: What is the format of the presentation of the findings (report and stand-up or report only)? The audiences described would normally receive two different types of reports – one technical and the other user based? Are there one or two? One written report and oral presentation are required. 6. Task 4: Is this a review of COTS and interfaces among existing systems for efficacy or replacement or both? Should we assume no review of symbolic code is expected (see discussion re: NAICS code)? Yes, the review of COTS is for both efficacy and replacement. We will need clarification to what is meant by ‘symbolic’. As stated above, No code review or a task that requires a review at the syntax level is required.
