Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract, to provide labor, materials, and service to drydock and repair the New York District Tug GELBERMAN. The vessel is currently stationed at the U.S. Army Corps of Engineers Caven Point Maintenance Facility, Jersey City, NJ. Place of performance will be the metropolitan New York area, and work is to be performed by a facility in the metropolitan New York area. The vessels primary mission is debris r emoval from the New York Harbor. The vessel is currently classed by ABS and maintains a USCG Certificate under Subchapter I. The major scope of work includes: Drydocking and launching the vessel; Assisting USACE, ABS and USCG with inspections of the hull , tanks, propeller shafts, rudder stocks, sea valves, and miscellaneous piping; Cleaning and painting the exterior of the vessel; Cleaning and painting internal deckplates and all internal surfaces in four of the six compartments; Replace all zinc anodes; Cleaning of fuel tanks, fresh water and ballast tanks; Optional steel plate and framing and weld seam renewal; Optional replacement of propellers, shafts, bearings and liners with Government Furnished Equipment; Optional replacement of rudder stocks and be arings with Government Furnished Equipment; Optional miscellaneous pipe and valve renewals, cleaning and painting. The services will be solicited using the procedures described in Part 12 of the Federal Acquisition Regulations. The period of performance is forty-five (45) days and the Service Contract Act will apply. Solicitation Number W912BU-07-T-0029 will be issued on or about 6 April 2007 with a closing date on or about 27 April 2007 at 1315 hours. Offers will be evaluated on the basis of technical factors and price. Technical factors as a whole will be equal in value to cost in the evaluation process. Technical factors are of equal value and consist of management/organizational capability, past performance, and facilities. Liquidated damages will apply, but bonding is not required. To be eligible for an award, offerors must be registered in the Central Contractor Registration Database. Central contractor registration information can be obtained by calling (888) 227-2423 or via the Internet at ht tp://www.ccr.gov as required by DFARS 204.7300. All quotes are to be delivered to the Corps of Engineers, Philadelphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Ms. Julina Lee. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution (FedTeDs) system webpage at https://www.fedteds.gov. Interested parties must register as a Vendor with FedTeDs before accessing the system. In order to register as a Vendor in FedTeDs, offerors must be registered in the Central Co ntractor Registration (CCR) system at http://www.ccr.gov. Interested parties can access the data for the solicitation through the hyperlink established in the Federal Business Opportunities (FedBizOpps) system announcement at http://www.fedbizopps.gov. T he hyperlink will redirect to the solicitation-specific data in FedTeDs. Registration for updates to plans and specifications should be made on the FedBizOpps webpage for this solicitation. The FedTeDs system does not allow for offerors to perform a sear ch for solicitation data. All searches can be performed through the FedBizOpps system. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet.
