Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. RFQ No. 07SQ810094, this solicitation is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-15. The North American Industry Classification System (NAICS) code for this requirement is 423430 with a small business size standard of 100 Employees. (See Numbered Note 1). The following Justification for Technical Facts Supporting A Request To Enter Into An Acquisition Which Precludes Consideration Of A Product Manufactured By Another Company (FAR 11.105) has been prepared in support of this acquisition: 1. Identification of Agency, Contracting Activity and Document. Bureau of Reclamation, Chief Information Office, Information Technology (IT) Services Division, Testing and Quality Assurance Group, Denver, Colorado 2. Nature and/or Description of Action Being Approved. Reclamation would like to purchase maintenance services for 24 Juniper IDP Devices. 3. Description of the Supplies or Services Required to Meet Agency's Need. Reclamation is in need for Maintenance Services to include technical support (web-based, telephone, & email), repair, replacement, signature releases and operating system upgrades for 24 Juniper Intrusion Detection Protection (IDP) Devices. These devices currently reside on Reclamation's Network Backbone and provide a layer of network security. Several of the devices have already experienced expired maintenance. 4. Unique Features of the Proposed Product. The need for Maintenance services is not unique in itself, but maintenance services for the Juniper IDP Devices are. These devices are already in existence within Reclamation throughout Reclamation's networks. These devices are used on a 24x7 basis and provide Reclamation a strengthened security stance against possible compromise. It is imperative that these devices are kept up to date and can be repaired as needed. 5. Evaluation of Other Potential Sources. No sources for maintenance services have been researched. Reclamation does not have a preference for where the Juniper IDP Maintenance services are bought only that direct access to Juniper can occur for the services. For example, we have in the past used an authorized reseller for Juniper IDP Maintenance services but have contacted Juniper directly for technical support. RSC 1452.213-900-Basis for Award-Simplified Acquisition-Bureau of Reclamation-Reclamation Service Center: ((a) The Government will evaluate quotations received in response to the solicitation based upon the total price for Line Item 0001, and (b) A purchase order will be issued to the responsible quoter submitting the lowest total price for Line Item 0001 whose quotation is in compliance with all requirements of this request for quotation. The determination of responsibility will be made in accordance with the Federal Acquisition Regulation, Subpart 9.1, Responsible Prospective Contractors).
