Description: The Naval Air Systems Command intends to negotiate a sole-source modification with Raytheon Missile Systems Division, Tucson, AZ, for continued integration of the Precision Terrain Aided Navigation (PTAN) system into the Tactical Tomahawk Block IV Missile. Raytheon, as the sole designer, developer, integrator, and manufacturer of the Tactical Tomahawk Block IV missile, is the only firm that possesses the unique expertise, proprietary data, and facilities required to perform this effort in the required timeframe. Award to any other source would result in substantial duplication of costs and would jeopardize timely integration into the missile. Notes 22 and 26.
