Description
The following Request for Information (RFI) is being issued to determine the feasibility of the National Oceanic and Atmospheric Administration?s (NOAA) National Weather Service (NWS) to contract with a vendor who can manufacture approximately 200 NOAA Weather Radio (NWR) RF Field Strength Meter and Specific Area Message Encoding (SAME) Decoder Test Receivers. The cost of each receiver is desired to be no more than $600. The vendor?s information should provide the NWS with the following: 1) Approximate cost if more or less than $600; 2) Recommended adjustments to the specifications and functionality; 3) Identify specifications and functionality that have the most cost impact; 4) a picture or diagram which approximates the view of the front, back and side of the test receiver showing the display, controls, buttons, jacks, etc. The Government does not want to discourage innovative thinking on the part of industry; consequently, additional relevant information or alternate approaches submitted by a vendor are welcome. If a vendor desires to provide a demonstration of its product, it may request to do so. The Government will not pay for a product demonstration or for any material submitted in response to this RFI. This RFI is not a Request for Proposals (RFP); however, the information submitted by vendors in response to this RFI may be used by the Government in preparing an RFP or other type of solicitation. In this regard, in responding to this RFI, each vendor should clearly identify any material that it considers to be proprietary. The Government will treat proprietary information in accordance with the Freedom of Information Act. The desired characteristics/specifications of the test receiver are listed below: Physical Size and Weight a. Less than 25 inches (height + width +length) b. Less than 5 lbs with batteries Operating Environment and Temperature Range a. To be used in a facility with 115 VAC power, in a vehicle, or as a stand-alone device b. Relative Humidity: 0 to 95% non-condensing c. Temperature: -10? C (+14? F) to +50? C (+122? F) - full specification d. Capable of surviving a 2g shock Power Input a. AC - 115 VAC to DC (12-15 volts) wall transformer with barrel type plug (pin jack on back of receiver). b. At least a 6 ft cable provided for a Power Port connection (vehicle cigarette lighter). c. Battery ? Must accept removable AA alkaline, AA Ni-Cad, and AA NiMH batteries (must operate for at least 8 hours before needing to replace or charge 2000 mAh batteries) and have the ability to charge the batteries. d. Low battery indication. Display Readout Alpha-numeric LCD readout (characters at least ? inches high and 15 characters minimum) capable of being read in bright sunlight or complete darkness. The readout would be used to display both RF field strength and SAME data (button/switch selectable) as described below: a. Field strength display to be selectable between dB(re 1uV/m), uV/m, and dBm (re 1mW). b. Receiver channel frequency to be displayed and selectable between seven (7) specified frequencies (see ?Frequency Range? below). c. Capability of displaying the ?raw? ASCII and decoded SAME data (selectable between the two). Refer to ?SAME Decoder/Output Data? below. d. Current date and time from internal clock (settable from front panel). Input and Output Connections a. Antenna input connector: 50 ohm BNC type for antenna/RF signal input (RF or baseband to be switch selectable). b. Audio input connectors: RJ11 female (600 ohm) and BNC type for external baseband and audio level (RF to be switched out when used) c. Audio output connectors: RCA type for audio output (1 V p-p) d. Digital output: USB ?B? port for SAME data and RF signal strength (switchable). Antenna a. Vertically polarized removable collapsible antenna with attached BNC connector (plug). b. External magnetic auto roof antenna, vertically polarized with BNC connector on the cable end. c. All system functional and accuracy requirements must be met using either antenna configuration. Front and Rear Panel Adjustments/Indicators a. Dial type analog volume control for speaker audio b. Dial type analog control for audio output jack c. Fault indicator if three messages are not identical d. Frequency select switch e. Push buttons to recall stored messages or RF field strength messages (time stamped) f. Clock to be settable using front panel controls. Calibration Sufficient internal adjustment(s) must be available to maintain the accuracy of the test receiver (RF field strength and frequency). Manufacturer to provide antenna input conversion from uV/m to uV to enable calibration using a signal generator. Manufacturer needs to provide a way to compensate for variations between the two types of antennas. Receivers to be delivered fully calibrated. Calibration instructions are to be included with the unit. SAME message in ASCII string format from a baseband audio input or RF input (see section A.2.1 of SAME spec). SAME audio input from RJ-11/BNC jack to be decoded as raw ASCII (all characters displayed/output) ? not averaged from three SAME input decodes. b. Display on receiver (fixed) and provide output (USB connector) the decoded SAME message (text event) from a baseband audio input or RF input including: 1) Three character Event code; 2) Four character purge time (or event duration); 3) Event time (hours and minutes) [see sections A.2.7, A.2.9, A.2.10 of SAME Spec]. c. Display on receiver (fixed) and provide output (USB connector) of the current date and time from an internal clock. d. Switch selectable functions between a, b, and c above on the display. e. Capable of storing at least 30 messages (1K bytes each message) or 100 field strength measurements in internal memory. Vendors responding to this RFI should provide a point-of-contact, including: representative?s name, e-mail address, mailing address, and telephone number. Note that vendors need not respond to this RFI as a prerequisite for participating in any eventual acquisition.
