- GENERAL DESCRIPTION: FAA has a requirement for support of its Capital Planning and Investment Control endeavors in the following areas: - Business Case (OMB Exhibit 300) consultation, training, and scoring - Earned Value Management implementation and oversight - Project/Portfolio Management implementation The goal is to improve FAA IT program management, resulting in delivery of the highest quality Exhibit 300s to OMB as part of the budget submission process. PURPOSE: FAA is contemplating whether it would be in the agency's best interest to hold a competition for the services described in the attached Statement of Work (SOW). The purpose of this market survey is to obtain information that the FAA may consider in determining whether or not to hold a competition for these services and whether that competition would be set-aside for competition among small businesses or competed on a full an open basis. The following North American Industry Classification System (NAICS) code pertains to this procurement: 541618 Other Management Consulting Services (size standard - $6.5m) SCOPE OF WORK: The attached Draft Statement of Work (SOW) describes the needs and requirements of FAA with regard to this effort. VENDOR RESPONSE: Interested Vendors must respond to this market survey by providing the items listed below: 1. Capabilities Statement - A Capabilities Statement which demonstrates the vendor's ability to provide the services in the attached Draft SOW. This includes the vendor's ability to provide appropriate levels of experienced and qualified personnel capable of supporting the various elements of the SOW. The Capabilities Statement shall not exceed 10 pages on single-sided 8 ?? by 11 inch paper. 12-font should be used. 2. Business Declaration - Vendors must complete and submit the attached Business Declaration form. SUBMISSION: All submissions must be received by 12:00 noon Eastern time on April 17, 2007. Electronic submission is preferred and should be sent to dorna.taylor@faa.gov. The electronic submission should be in Word, Adobe or another commonly used format. The Government is not liable for cost associated with the preparation, submittal of inquiries or responses for this announcement and will not reimburse any firm for cost incurred in responding to this public announcement.
