Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs Eastern Colorado Healthcare System Medical Center (VAECHS), located in Denver, Colorado is performing market research to determine if there is a sufficient number of qualified (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; or (3) Small or Emerging Small Business Architectural Engineering (A/E) firms to set aside a Multi-discipline Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government will use responses to this notice to make the appropriate acquisition decision. The proposed solicitation will be issued in accordance with FAR Parts 15 and 36. The selected A/E firm shall provide all multi-discipline technical services including, but not limited to, mechanical, electrical, civil, structural, architectural, environmental and other associated disciplines as may be required for design. The total contract period shall be one base year with one year option periods not to exceed four additional years. The total contract amount, including all options years, shall not exceed $2,000,000 with each task order not exceeding $450,000.00. Selection criteria include in descending order importance: (1) specialized experience of the firm, both prime and consultants, in design and construction of a variety of projects in a healthcare environment; (2) experience on remodeling existing and occupied spaces in a healthcare environment; (3) professional qualifications of the firm's staff and consultants assigned to the project; (4) past experience working on VA facilities and/or Government; (5) geographical location of the firm within a 100 mile radius of the ECHS Medical Center, Denver, Colorado; (6) ability of the firm to begin the work within 30 days of award of the contract; and (7) demonstrated success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in the design. All interested firms who can meet the requirements stated above should respond, in writing, with information describing their interest, capabilities, geographic location and indicate which small business category for which they qualify to the Contracting Officer shown above no later than 4:00 p.m. (Mountain Time), Wednesday, April 18, 2007. Solicitation VA-259-07-RP-0071 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541330 is applicable to this acquisition, the size standard for a firm to be considered has an Emerging Small Business is no greater than 50 percent of NAICS Code with a Business Size Standard of $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
