This is not a request for proposals and no contract will be awarded as a result of this notice, nor will reimbursement or any other compensation be made for any costs associated with providing a response to this announcement. The Indian Head Division, Naval Surface Warfare Center is seeking sources capable of providing 200kg of 2, 6-Dimethoxypyrazine for use in the Chemical Plant. The current specifications include 97% minimum on Assay (wt% by GC), maximum 0.5% loss on drying, a melting point of 31-33??C, and appearance of an off-white crystalline solid. See laboratory preparation below. Interested potential suppliers should submit an estimate detailing their proposed supply options. Sources are sought for potential suppliers to present supply options for the Government to review. Suppliers wishing to participate in this requirement must submit an estimate to IHDIV NSWC, Stacy Hutcherson at stacy.hutcherson@navy.mil, by 15 April 2007, 4:00 p.m. Eastern Time. These Estimates should detail the following elements: (a) the basic technical specifications, including a copy of the MSDS if available, (b) the suppliers?? recommended storage/shipping conditions, (c) the suppliers?? delivery schedule, (d) the suppliers?? cost estimate. All estimates submitted under this request shall be considered Government property and treated as ??Competition Sensitive?? materials. If a contract is pursued in the future, the Government may select to negotiate for unlimited data rights for specification details. After a complete review of the estimates submitted under this request, the Government may choose to solicit contract proposals in April 2007. The estimates should be limited to not longer than three (3) pages and should highlight the following elements: (1) technical and administrative points of contact, (2) technical summary of chemical specification, (3) recommended chemical storage (4) recommended chemical shipment (5) delivery schedule, (6) cost estimate. Requirement Specification is as follows: >From Pagoria, Lawrence Livermore National Laboratory public released paper. 2,6-dimethoxypyrazine: With stirring, 2,6-dichloropyrazine (500g, 3.36 mol) and a 25% solution of NaOMe and MeOH (1.61L, 380g of NaOMe, 7.05 mol) were refluxed 3h, poured into ice water (8L) and the resulting precipitate was collected by suction filtration. After drying on the filter paper 1h (2,6-dimethoxypyrazine is volatile at room temperature and significant amounts may be lost if left to dry under suction for a prolonged period), the solid was dissolved in CH2Cl2 (1.1L), dried over MgSO4, and the solvent was removed under vacuum to yield 460g (98%) of a clear oil that crystallized upon sitting. 1H-nmr (acetone-d6) d 7.80(s, Ar-H) 3.97 (s, -OMe) ppm; m.p. 31-32 oC (lit. m.p. 31-31.5 oC23)
