- NASA/HQ has a requirement for consultant services to assist in preparing and conducting on-site compliance review pursuant to Section 504 of the Rehabilitation ACT of 1973, as amended and pursuant to the Age Discrimination Act of 1975, as amended. See attached solicitation and statement of work. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This will be a Firm Fixed Price award. Offers for the services described in the Statement of Work, are due by 2:00pm local time on April 6, 2007, via email to the POC listed below. The offer shall include the solicitation number, FOB destination to NASA HQ, proposed delivery schedule, discount/payment terms, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. The provisions and clauses in the RFQ are those in effect through FAC 2005-15ADD. All responsible sources may submit an offer which will be considered by the agency. Offers shall provide the information required by FAR 52.212-1(September 2006), Instructions to Offerors-Commercial, which is incorporated by reference. Offerors shall include a complete copy of the provision at 52.212-3 (November 2006), Offeror Representations and Certifications - Commercial Items. FAR 52.212-4 (February 2007), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (November 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, and 52.232-34. 52.219-22 (October 1999) Small Disadvantaged Business Status is applicable. 52.219-23 (September 2005) Notice of Price Evaluation Adjustment for Small Disadvantaged Business Concerns is applicable. The DPAS rating for this procurement is C9 Selection and award will be made to the responsible Offeror whose offer will be most advantageous/Best Value, to the Government with consideration given to the factors of technical, past performance and price. Technical: Offers shall demonstrate a thorough and comprehensive understanding of the requirements of the SOW and the ability to perform the required work. Past Performance: Offers shall provide information on extensive experience for efforts of similar size, scope and complexity to this requirement. Price: Offers shall submit its most competitive offer. Identify the proposed labor categories and fully loaded rates, as well as proposed price per deliverable. It is critical that Offerors provide adequate detail to allow evaluation of their offer. (See FAR 52.212-1 (b)). Questions regarding this acquisition must be submitted in writing via email, to michael.w.levy@nasa.gov, no later than March 28, 2007. Prospective Offerors shall notify this office of their intent to submit a quotation.
