Description
The Customs and Border Protection (CBP), United States Border Patrol (USBP), Rio Grande Valley Sector (RGV), has a requirement for the rental of horses for patrolling the Rio Grande River and surrounding areas of Cameron, Hidalgo, and Starr Counties. Horses are required for the following two (2) locations: McAllen, Texas and Brownsville, Texas (various river locations) within a 10-mile radius of the following stations: McAllen Border Patrol, 4201 West Military Hwy, McAllen, Texas, 78501, Fort Brown Border Patrol, 3305 South Expressway 77/83, Brownsville, Texas, 78520, and Brownsville Border Patrol, 1124 BP Central, Brownsville, TX 78521. Brownsville Station Area of Responsibility: Provide rental of horses for a maximum of 320 hours per month, to be supplied by providing 6 horses per day, (2 for day shift, 2 for evening shift, and 2 reserved for patrolling river areas during inclement weather). It is anticipated that each shift will have a maximum duration of 8 hours. The number of horses and hours per day may vary to meet the needs of the Government, but any variation shall not exceed the maximum number of horses or allotted hours per month. Fort Brown Station Area of Responsibility: Provide rental of horses for a maximum of 180 hours to be supplied by providing 6 horses per day, (2 for day shift and 2 for evening shift, and 2 reserved for patrolling river areas during inclement weather). It is anticipated that each shift will have a maximum duration of 8 hours. The number of horses and hours per day may vary to meet the needs of the Government, but any variation shall not exceed the maximum number of horses or allotted hours per month. McAllen Station Area of Responsibility: Provide rental of horses for a maximum of 720 hours per month to be supplied by providing a minimum of 6 horses per day and a maximum of 12 horses per day. These horses will be divided between a day shift and an evening shift. It is anticipated that each shift will have a maximum duration of 8 hours. A portion of the daily 12 horse maximum may be used for patrolling river areas during inclement weather. The number of horses and hours per day may vary to meet the needs of the Government, but any variation shall not exceed the maximum number of horses allotted hours per month. This is a 100% SET-ASIDE FOR SMALL BUSINESS with a North American Industrial Classification Systems (NAICS) of 112920. The small business standard is 0-100 employees/average annual receipts of $ 0.75 Million. One firm-fixed price contract is anticipated to be awarded. However, the Government, at its option, may make award by location if it determines that it is in its best interest to do so. The term of the contract is a base year beginning from date of award to September 30, 2007 plus 4 one-year options, for the period of October 1, 2008 to September 30, 2012. Interested parties shall contact Contract Specialist, David Torres via e-mail. The written solicitation will be issued via FEDBIZZOPS Electronic Posting System on or about April 9, 2007. Additionally, the solicitation will be issued in accordance with the policies and procedures pursuant to FAR Part 12, Acquisition of Commercial Items. All vendors will be responsible for obtaining the solicitation and any subsequent amendments from the FEDBIZZOPS Electronic Posting System.
