- The Naval Air Systems Command, Aircraft Division (NAVAIR-AD), Patuxent River MD has a requirement for spare and repair parts for the Portable Acoustic Sonobuoy Simulator with External Attenuator, also known as the Beartrap Automated Noise and Digital Integrated Tester (BANDIT). The parts to be procured are: 9 each, Bandit/External Attenuator, p/n 5171-0303T00000; 7 each, Printed Wiring Assembly, p/n 5171-3010-004; 10 each, 60 Db Attenuator/Cable, p/n 5171-1500-001; 10 each, Battery Assembly, p/n 5171-1312-002; 10 each, UHF Antenna, p/n 5171-1022-001; 10 each, VHF Antenna, p/n 5171-1032-001 and 10 each, Combination Case Assembly, p/n 5171-1060-001. The Government intends to solicit and negotiate on an other than full and open competitive basis with Flightline Electronics Inc., 7625 Omnitech Place, Victor, NY 14564-9795 under the authority of Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other services or supplies will satisfy the agency requirements. The BANDIT box is the test and measurement tool that is used to ensure the project?s acoustic recording suites are calibrated. The recording suites require calibration to meet standards set by the Office of Naval Intelligence (ONI). This system is essential in the collection of certified acoustic intelligence data for Project Beartrap. This procurement contains critical items that impact the system configuration and logistic support elements for Project Beartrap. In order to meet mission requirements and maintain system uniformity these parts must be obtained from Flightline Electronics Inc. This notice of intent is not a request for competitive proposals, however, interested parties may submit a proposal in which they identify their interest and capability. All proposals received by 2:30 PM Eastern Standard Time, 09 April 2007 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. All responsible sources may submit a proposal, which shall be considered by the agency.
