- NAICS Code: 421740 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation NO. RFQ-NY-07-00009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-15. The size standard for NAICS Code 423740 is 500 employees. Please include in the quote package a completed form SF 1449 which can be found at www.gsa.gov/forms/, required provisions, descriptive literature and a schedule of prices for the following refrigerators: Item: 0001 (quantity 12 ea.) - Full height, two-door; Item: 0002 (quantity 4ea.) - Full height, two door, Flammable storage; Item: 0003 (quantity 1ea.) - Full height, single door; Item 0004 (quantity 7 ea.) - Full height, single door, Flammable storage; Item 0005 (quantity 1ea.) - Half-height, single door, Flammable storage; Item 0006 (quantity 1 ea.) - Full height, single door, small; Item 0007 (quantity 2 ea.) - Full height, single door, small, Flammable storage. Refrigerators must meet all of the following technical specifications: (a ) Commercial solid door refrigerators that meet the ENERGY STAR specifications for energy efficiency as outline below. The vendor is encouraged to visit energystar.gov for complete product specifications: Refrigerators (<0.10V* + 2.04) KW-hours/day (*V=Internal volume in cubic feet); (b) Frost-free with solid swinging doors; (c) Keyed door locks; (d) All units equal to or greater than 20 cubic feet storage space shall have 4 locking swivel casters; (e) Full height, single door units: minimum of 20 cubic feet of storage space; (f) Full height, two door units: minimum of 42 cubic feet of storage space; (g) Full height, small single door units: minimum of 12 cubic feet of storage space; (h) Half-height, small single door units: minimum of 5 cubic feet of storage space; (i) Exterior depth of all refrigerators shall not exceed 36 inches; (i) Full height with casters shall not exceed 82.5 inches; (k) Adjustable temperature control between +1 to +8 degrees C, with ability to maintain temperature at 4 degree C +/- 0.5 degree C; (l) Digital temperature readout for full height units; (m) Door activated or exterior light switch (n) Corrosion and solvent resistant interior and exterior surfaces. A high impact powder paint finish is acceptable for exterior surfaces; interior surfaces shall be composed of impact and corrosion resistant material. (o) Minimum of 4 adjustable, corrosion resistant shelves for one door (full height) units and 8 adjustable corrosion resistant shelves for two door (full height) units; (p) Control systems are to be top mounted for 20 cubic feet units; (q) Doors are to be self-closing when open less than 90 degrees; (r) Doors shall close with a magnetic gasket seal. In addition to meeting all the specifications above, the EPA will evaluate quotes to determine models that meet the following optional specifications: (1) Recessed door pulls; (2) Field reversible single door units; (3) Door stay-open mechanism past 90 degree. Delivery of the items shall be FOB: Destination within 30 days after receipt of order. Delivery, inspection and acceptance will be at the U.S. EPA, 2890 Woodbridge Ave., Bldg. 209, Edison, NJ 08837. Note: Vendors doing business with the Federal Government are required to be registered in the Central Contractor Registration (CCR) database. Registration information can be found at www.ccr.gov. The EPA intends to issue one or more fixed price purchase orders for one or more line items to the responsible vendor whose quote conforming to this solicitation will be most advantageous to the Government, price and other factors considered. For this requirement the ability to provide the most optional specifications, in additional to all required specifications, is more important than price. The Federal Acquisition Regulations (FAR) provisions at 52.212-1, Instructions to Offerors-commercial Items, applies to this acquisition. A completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-commercial Items, must be included with the offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
