The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-07-026-INL ISSUANCE DATE: 03/23/2007 CLOSING DATE/TIME SPECIFIED: 04/20/2007 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Regional Gangs Advisor MARKET VALUE: FS-02 (Equivalent GS-13) PERIOD OF PERFORMANCE: June 2007 - June 2008 extendable as required. PLACE OF PERFORMANCE: San Salvador, El Salvador JOB DESCRIPTION: See below STATEMENT OF WORK REGIONAL GANGS ADVISOR I. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Department of State, Bureau of Narcotics and Law Enforcement (INL) will fund a program to enhance the capacity of governments in the Central American Region to combat youth gang crime and prevent youth from being drawn into gangs. Initial activities will focus on Guatemala, Honduras, El Salvador and limited regions of Mexico. The U.S. Embassy intends to contract for the services of a regional gangs advisor to manage a program of assistance to Gang Units, police, and other justice sector entities involved in reduction of gang-related crime and violence. II STATEMENT OF DUTIES As Regional Gangs Advisor, the contractor will have the following responsibilities: (A) Assess the organizational and operational capacities of gangs units and other justice sector entities combating gang-related crime and violence in Guatemala, Honduras, El Salvador and Mexico. The assessment will be designed to evaluate the institutions? ability to identify, detain and convict criminal leaders and identify and promote prevention mechanisms. It will include the institutions? ability to interact and problem solve with impacted communities and to coordinate with counterpart organizations in other countries of the region and of the United States. The assessment will identify specific training and technical assistance needs. (B) Based on the assessment, in consultation with host country authorities and INL representatives in the named countries, develop a plan for training and technical assistance on an individual country and regional basis. (C) Provide technical assistance to appropriate ranking law enforcement officials to develop a long-term strategy to strengthen the anti-gang units and activities (D) In conjunction with host country and other USG organizations, evaluate the most effective way to increase availability of information on criminal gang members. This will include tools such as improved analysis of fingerprints and case databases. The goal will be to increase regional and U.S. access to accurate information. (E) Provide advice and assistance in preparation of documentation for procurement of technical services, training and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procured. This includes, equipment, including hardware and software, needed to facilitate information sharing, such as fingerprint analysis tools and case information tools. (F) Arrange for implementation of the training and technical assistance, including monitoring and evaluation of effectiveness of interventions (G) Coordinate with and support anti-gang prevention activities, ensuring that law enforcement and prevention activities are part of an integral program. (H) In coordination with INL, provide support to other USG anti-gang programs in the region on an as-needed basis. (I) Provide input to the F Budget process, including development of operational plans. III MINIMUM QUALIFICATIONS United States Citizen, eligible for a State Department security clearance. Bachelor Degree from an accredited institution and/or 20 years related law enforcement experience. Written and spoken Spanish at a minimum of 3+/3+. Demonstrate relevant work experience, particularly in the areas of law enforcement programs, capacity building, methodologies, knowledge of US and Central American Anti-gang programs, and the ability to implement programs in the field. Demonstrated communications and liaison skills appropriate for work with a wide variety of both governmental, public and private sector representatives Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation Typing and basic computer skills needed to use information technology and management systems Prepared and physically able to live in El Salvador, and to undertake extensive travel in the Central America region. IV EVALUATION CRITERIA A. Offeror?s relevant experience in planning and developing anti-gang strategies and programs and ability to coordinate with host country justice sector and prevention officials, other USG agencies, and Civil Society Organizations. Offerors with specific experience working with anti-gang programs in Central America will be given an additional five points. In addition, offerors with at least two years field experience in Central American will be given an additional five points. (20-30 points). B. Offeror?s knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program implementation and objectives of the USG. (25 points) C. Offeror?s knowledge and experience in U.S. Government regulations, standards of conduct and ethics. (20 points) D. Applicant?s demonstrated ability to perform under the contract. In conducting the evaluation the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.(25 points) E. Veterans Preference. (5 points) V COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
